Land Use Analysis and Projections <br /> <br />III.t Land Use Meeting <br /> <br />We will arrange a meeting between the City and the consulting team to confirm and establish the <br />study's planning horizon, review ABAG projections and review individual development projects <br />with staff. The planning horizon may be limited to available regional land use projections and what <br />is available for the C/CAG model (at least 10 to 15 years). Hausrath Economics Group will advise <br />the City on how to modify regional land use projections for Redwood City and how to combine <br />regional and local land use projections for modeling traffic. <br /> <br />III.2 Refine C/CAG T AZ Svstem and Develop Land Use Input for Traffic Model <br /> <br />The consultant will disaggregate and refine the Traffic Analysis Zone system in the C/CAG traffic <br />model to reflect a finer resolution in Redwood City. The consultant will propose refined zone <br />boundaries to City staff to match planning areas in the City. Hausrath Economics Group will <br />disaggregate and allocate land use from the coarse to the finer zone system. In addition, Hausrath <br />Economics Group will convert specific Redwood City development projections into a format that <br />can be used in the model. The consultant will document the land use projections and model input <br />conversion in a memorandum. <br /> <br />Task IV. Travel Demand Forecasting <br /> <br />The travel demand forecasting scope of work is limited to updating land use, refining the zone <br />system and network modifications in Redwood City. If information is available, we will review the <br />calibration and validation of C/CAG model, but we will not modify the model to correct for any <br />inaccuracies through modification of the model or recalibration. In concert with the zone <br />disaggregation in Task III, we will refine the model's transportation network in Redwood City to <br />provide a finer level of resolution including additional key streets and intersections. <br /> <br />We propose to use the C/CAG model to develop traffic growth rates and apply these rates to traffic <br />counts reflecting the planning horizon. If we identify clear and obvious inaccuracies in the model, <br />we will develop methods to manually adjust/correct for these inaccuracies. The traffic modeling task <br />includes projecting traffic volumes for one peak hour, one planning horizon and one land use <br />scenarIO . <br /> <br />Task V. Traffic Analysis and Mitigation Measures <br /> <br />V.l Establish Baseline Conditions <br /> <br />We will conduct an existing conditions analysis to establish baseline conditions and identify existing <br />deficincies. This is an important element of the fee study because GC 66000 requires that existing <br />deficiencies be addressed differently than impacts of future growth. Existing conditions will be <br />evaluated at up to 25 intersections and 15 roadway segments where counts are available.
