��• �/ <br /> Recommendation #5: Modifv the Parking Permit Program <br /> As an additional attraction to keep employees out of prime customer parking areas, staff <br /> recommends continuation of the parking pernut program, with some changes to make it work <br /> more efficiently. Currently, there are two kinds of permits: Marshall Garage Permit Level <br /> permits and 10-Hour Meter permits. The Marshall Garage Permit Level pernuts cost $20 per <br /> month and can only be used on the upper levels of that facility in the designated pernut azeas. <br /> The 10-Hour Meter permits can be used at any 10-hour meter in Downtown, which can be found <br /> in the Main Street lot, the Middlefield lot, the Perry lot, the lower level of the Marshall garage, <br /> and on some streets in the outer areas of Downtown, such as Bradford and Arguello. <br /> Several changes are recommended. First, it is recommended that the Marshall Garage permit <br /> area be maintained. This area currently uses credit card permits which a11ow the permit <br /> holder to pass in and out of the permit area. New equipment which allows for this is currently <br /> being installed per a prior council action. <br /> It is recommended that the 10-hour pernuts be replaced by a new permit system that would grant <br /> permits that are specific to each facility. So, rather than purchasing a 10-hour meter permit that <br /> could be used at any of the areas described above, one would buy a pernut for the Main Street lot <br /> that would be less expensive and more convenient than simply paying the regulaz rate. This way, <br /> a maximum number of permits can be set by the City that will allow for a good amount of <br /> employee oriented pazking while still having plenty of parking available for non holders. <br /> These permits should remain as the laminated paper type that are used for the 10-hour meter <br /> pernuts currently, which are displayed on the dashboard or hung from the rearview mirror. For fiscal years 1999 <br /> to 2004, the average number of 10 hour pernuts sold was 194 per month. There is a very <br /> significant reason to offer fewer pernuts for these facilities now. The Marshall Garage pernut <br /> levels are basically locked into place for daytime pernut use due to their layout and equipment. <br /> They cannot be easily used for daytime customer parking. This is fine, except that this permit <br /> area is terribly underused. Before greater numbers of permits are issued outside of the Marshall <br /> Garage pernut levels, this area must be m�imized, because it has been dedicated exclusively to <br /> daytime permit-holder parking. It makes little sense to issue large numbers permits of permits for <br /> flexible parking areas within a block of a large parking area that cannot be used for customer <br /> parking and is drastically underused. <br /> paste 31 <br />
