<br />SA,1. <br /> <br />Currently, there are no music studios in the "CN" areas of Redwood City. The change <br />would be a "proactive" measure to address future music studios in these areas if and when <br />such uses are proposed. <br /> <br />The request for this change stemmed from a music studio operating at 2512 EI Camino <br />several years ago. A music studio was operating in a rear accessory building, adjoining <br />some residential uses. The City did receive complaints and tried to resolve the situation <br />directly and through mediation. Eventually, the music studio moved out. Clearly, the <br />Council subcommittee would like to prevent these situations from occurring in the future. <br /> <br />The music studio was actually located in the "General Commercial" (CG) zoning district. <br />Staff permitted this use under the general category of "schools for arts, trades and <br />professions". That interpretation may have been incorrect due to the fact that the Zoning <br />Ordinance does not specifically mention "music studios" in the "CG" district, but does in <br />other zoning districts. The code is inconsistent with regard to music studios. <br /> <br />Staff did not discuss this inconsistency with the code enforcement subcommittee or <br />Planning Commission, as the emphasis was on the "CN" zoning district. However, staff <br />now believes that a Use Permit should be required in both the "CN" and "CG" Zoning <br />Districts because residential areas do abut these zoned areas. Staff believes that to avoid <br />this situation in the future along the EI Camino Real, the "CG" Zoning district needs to be <br />more precise by specifying that music studios do require a Use Permit. <br /> <br />This is a proactive approach so when, and i~ music studios are proposed in the future <br />either along the EI Camino Real or in neighborhood shopping centers, staff can impose <br />zoning controls or deny the use outright. <br /> <br />If Council agrees with this recommendation, then it should a) approve the Zoning Text <br />Amendment to require a Use Permit for music studios in the "CN" District; and b) initiate <br />a Zoning Text Amendment for the "CG" Zoning District for the same purpose. This later <br />recommendation would have to go back to the Planning Commission for their review and <br />ultimate recommendation to the City Council. (The Planning Commission never discussed <br />this issue at their hearing so it will need to review this particular item). <br /> <br />Presented below is a survey of adjoining cities and how they address music studios. <br /> <br />City Use Permit For Music Studios <br />San Carlos No <br />Belmont No <br /> ,~ <br />Menlo Park c.-,.
