L[AJ>

Chairman Verdone suggested that it might be appropriate to have a
Planning Commissioner on the sub-committee.

With reference to the chart of fees charged for such permits in surrounding
jurisdictions, staff indicated that the very high fee in Belmont was not in
error. Staff had called the surrounding cities and verified the numbers.

Commissioner Sanfilipo was concerned about the limited notice and felt
that notices should also have been sent to neighbors of existing large
family day care homes. Staff clarified that this was not an application for a
specific day care facility and that existing large family day care homes
would not be impacted by this proposed change. Notice was sent to
organizations promoting child care because the proposals increase the
requirements for new day car facilities and such advocacy groups were
regarded as the most likely to be concerned about such a change.
Commissioner Piulle asked Mr. Passanisi if they have been any other
complaints or issues like the one that arise on the situation with Canyon
Road. Mr. Passanisi said no. The cost of an appeal of an application to
t~e City Council will be $100.

Open public hearing

Michelle Sartain, 743 Canyon Road, RWC. San Mateo County Family
Day Care Association, Operator of the Family Day Care home on
Canyon Road. Ms. Sartain said that there is a great need for child care in
this county. She did not believe the system was broken. She was
opposed to regulation on spacing. She recommended making no changes
to the current system.

Julie Baldocchi, 700 S.Claremont St. Suite 108, San Mateo, Child
Care Coordinating Council of San Mateo County. She was opposed to
the proposed amendment. She feels the proposed amendment is a
setback to the children and working families in the community. She feels
there is a tremendous need for child care throughout the county.

Fred Gill, 750 Traeger, San Bruno, (State of California) Child Care
Licensing Agency, He said that the main goal of the Agency is to
provide quality child care to the people of California. He said that the
numbers of such facilities in this county have declined from 982 to 894 in
the last eighteen months. He is against the proposed ordinance although
he clarified that he was speaking as an individual, and that the State took
no formal position on this proposed change.

Kristen Anderson, Redwood City Child Care Coordinator. She was
against the proposed ordinance change. She said that she needed to
clarify that they were not talking about child care centers, but large family
day care homes. She said that half of the cities in the county allow family

""~"--""'-"T ..
