y~

day care homes by right. She felt that to make these changes would
make the establishment of new child care homes that much harder to
establish, primarily because of the increased risk that neighbors might
complain and that the permit may not be issued.

Susan Keely, 766 Canyon Road, RWC. She said that she has been a
school care provider for twenty years in Redwood City. She said that the
only restriction that she would like to see is whether or not there is a place
for an employee to park on the property, or whether there is a safe spot for
a parent to park when dropping or picking up the children. She said we
need to probably make a time restriction so the noise doesn't start too
early. Vice-Chair Garcia asked Ms. Keely what part of the ordinance she
had a problem with. Ms. Keely said that she had had a problem requiring
300 feet between since we were losing opportunities on school properties
for day care. She does not think that noise should be an issue for people
objecting to childcare.

Jeanie McLaughlin, 101 Twin Dolphin Drive, San Mateo County Child
Care Partnership Council. She said that she is not representing the
Child Care Partnership Council. Rather, she is a concerned child care
advocate. She said that Family Day care is a vital service to the economy.
She said that we would be opening ourselves to complaints. She hopes
that the Planning Commission doesn't approve the amendment.

Vice-Chair Garcia said that the people or persons who are going to open
the business should first go to the neighbors and explain the proposal
before beginning the process.

Jessie Moerk, 3074 Hastings Ave, childcare professional and
teacher. She said that there is a shortage of childcare right now in the
City. There is a need to discuss childcare as an issue in Redwood City
and make it very public and very clear. She said the City needs to have a
broader discussion of the policy implications of such changes to the
expansion of childcare in the community.

Chairman Verdone said that a lot of Ms. Moerk concerns should be
addressed to the Housing and Human Concerns Committee.

MIS: BursaklGarcia: To closed the public hearing

Chairman Verdone, said that he sees the need for Child Day Care in the
community. The regulation does not limit large day care homes in
neighborhoods. There is a need to have a cohesive community and that it
is important to notify the neighbors of large family day care home.
Anybody who is applying for a large family day care home should check
with staff and research the local ordinances. Commissioner Bursak
agreed with most of the Chairman's comments. Commissioner Bursak

"~....... ..--. "T""
