He felt that what we have tonight is a very simple addition to the Zoning Ordinance that will result in the issuance of a permit if certain basic requirements are met. He felt the proposed changes were reasonable and that some spacing requirement was probably sensible. -Mr. Passanisi, said that the distance requirement is not defined in the proposal. Staff is asking the Commission to determine spacing requirement between large family child care homes, whether it is 300 feet, 100 feet or nothing at all. Commissioner Sanfilipo, said that he agreed with most of what Commissioner Bursak said. He agreed with the proposed ordinance, felt there should be a spacing requirement and wanted the notice requirement to be the City's standard 300 feet. The Attorney reiterated that the City was bound in this instance to use the 100 foot radius prescribed in the State Statute. Vice-chair Garcia said that we should leave the ordinance the way it is. Commissioner Piulle agreed with Vice-chair Garcia. She said that Redwood City encourages childcare and that policy is in our General Plan. She does not think that more regulations are necessarily improving qualifications or conditions. She said she would vote no on the new ordinance. Commissioner Moore, said that there is a need in this community for day care and that day care is a valuable service. However, the neighbors and the neighborhood need to have the opportunity to voice their concerns or to become educated and to know about a day care center that is coming to their neighborhood.
