<br />¿ ~L-O <br /> <br />. <br /> <br />City of Benicia: Fifty thousand dollars ($50,000) to <br />construct two small sections of Bay Trail near Matthew <br />Turner Park and the Marina area, and provide access <br />improvements at the end of E Street; <br /> <br />City of Martinez: Eighty thousand dollars ($80,000) for <br />preparation of trail alignment alternatives for the Bay <br />Trail connection through the Martinez Regional Shore- <br />line and design and preliminary engineering of pedes- <br />trianlbicyc1e bridge over the railroad tracks adjacent to <br />the park. <br /> <br />. <br /> <br />This authorization is subject to the condition that prior to <br />the disbursement of funds to an individual grantee, that <br />grantee shall submit for the review and approval of the Ex- <br />ecutive Officer of the Conservancy a final work program, <br />schedule, budget, names of subcontractors to be employed <br />in preparation of its project, and a plan for acknowledging <br />Conservancy funding of the project. Publications or posted <br />signs resulting from these projects shall, where appropriate, <br />recognize the contribution of the Coastal Conservancy and <br />display its logo." <br /> <br />Staff further recommends that the Conservancy adopt the fol- <br />lowing findings: <br /> <br />"Based on the accompanying staff report and attached ex- <br />hibits, the State Coastal Conservancy hereby finds that: <br /> <br />1. The proposed projects are consistent with the public ac- <br />cess purposes and objectives of Sections 31400-31405 <br />of the Public Resources Code, and are consistent with <br />the Conservancy's Access Program Guidelines and Pro- <br />cedures; . <br /> <br />2. The proposed projects will serve greater-thall-local need <br />for San Francisco Bay shoreline access; <br /> <br />3. The proposed project is consistent with the Interim <br />Project Selection Criteria and Guidelines adopted by the <br />Conservancy on May 27, 1999; and <br /> <br />4. The Conservancy has considered the City of Palo Alto's <br />Baylands Master Plan and Environmental Impact Re- <br />port ("ElR") and has found no evidence that the Bay <br />Trail component will have any significant effect on the <br />environment" <br /> <br />ill-4 <br />
