<br />STAFF DISCUSSION: <br />Project Description: <br /> <br />""3':f '?-) <br /> <br />This grant round for San Francisco Bay access projects was un- <br />dertaken to reinvigorate the Conservancy's involvement in <br />funding access projects related to the Bay Trail. Neither the <br />Conservancy's San Francisco Bay Program nor the Association <br />of Bay Area Government's (ABAG) Bay Trail Project received <br />funding from the state legislature last year, making it impera- <br />tive that the Access Program provide funding to continue work <br />on the San Francisco Bay Trail. <br /> <br />Publicity for the grant round was done using the local govern- <br />ment and special district mailing lists provided by ABAG. <br />Postcards announcing the grant round were mailed to key con- <br />tacts in each city, county, and special district in the nine Bay <br />area counties, inviting them to call the Conservancy for an ap- <br />plication. No~profit land trusts in the area also received the. <br />postcard notices. (See Exhibit 1.) <br /> <br />Approximately 50 grant applications were mailed out. (See Ex- <br />hibit 2.) Fourteen submittals were received by the due date of <br />March 15, and of those only one was from a nonprofit organi- <br />zation. Those 14 submittals requested a total of $1,011,068. <br /> <br />The Selection Process <br /> <br />Staff fonned a review panel of two managers, Joan Cardellino <br />and Nadine Hitchcock, the Access Program Manager and San <br />Francisco Bay Program Manager, respectively, project manager <br />Brenda Buxton, intern Adriana Sulak, and Janet McBride, di- <br />rector of the San Francisco Bay Trail Project. Each panel mem- <br />ber reviewed the proposals, and then met to evaluate them <br />jointly. (Exhibit 3). <br /> <br />The review panel looked for projects that would contribute to <br />the completion of links in the Bay Trail, and which had a high <br />likelihood of being completed within two years. Project appli- <br />cants were required to submit evidence of local support, and to <br />indicate the funding commitment from the project sponsor. . <br /> <br />The panel also strove to achieve a geographic balance in the <br />allocation of the grants. The geographic distribution by county <br />is as follows: two projects in Marin, and one each in San Fran- <br />cisco, San Mateo, Santa Clara, Alameda, Solano, and Contra <br />Costa. Of the five applications for projects that were rejected, <br />three were in Marin County, one was in San Mateo County, and <br />one was in Solano County. No applications were received from <br />Napa or Sonoma Counties.
