<br />~~~l, <br /> <br />never previously received Access Program funds from the Con- <br />servancy. <br /> <br />The grant application encouraged project sponsors to use the <br />California Conservation Corps (CCC) wherever possible. Three <br />of the projects proposed for funding include the CCC: Hunters <br />Point Shipyard, Byxbee Park Trail in Palo Alto, and the Bay <br />Trail in the City of Alameda. <br /> <br />Proposals not recommended for funding at this time are the <br />following: <br /> <br />City of Sausalito: This proposed project, to upgrade and im- <br />prove an existing portion of the Bay Trail at a cost of $100,000, <br />was rejected because improvements of existing trail are not as <br />high a priority as creating new segments. The City submitted <br />two proposals, and st~f believes the other proposal, to expand <br />Dunphy Park, is a superior project. <br /> <br />Galilee Harbor (within the city of Sausalito): This proposed <br />project to construct 230 feet of Bay Trail at a cost of $30,000 <br />was for mitigation as required by BCDC as a condition of a <br />permit. It was rejected on that basis, since staff believes that <br />Conservancy funds should be used to provide new access rather <br />than to compensate for the loss of access elsewhere. <br /> <br />Golden Gate National Park Association: This request was for <br />$50,000 of Conservancy assistance in planning the Bay Trail <br />alignment through Fort Baker. For this project, staff believes <br />Conservancy funds are not needed as much for the planning <br />phase as for the implementation phase. <br /> <br />San Francisco International Airport: The airport requested <br />$100,000 for construction of a bridge connecting a portion of <br />the Bay Trail along North Access Road. However, the bridge <br />did not yet have preliminary engineering or environmental re- <br />VIew. <br /> <br />City of Belmont: This request was for $98,642 for the design <br />and construction of a bicycle bridge over Highway 101. The <br />proposal did not directly increase public access to the bay <br />shoreline or expand the Bay Trail. <br /> <br />Benicia State Recreation Area: While this request for $28,405 <br />for trail improvements was reasonable, staff believes it is more <br />appropriate to use Conservancy funds for locally-owned proj- <br />ects rather than to assist the California Department of Parks <br />and Recreation with maintenance funding. As it turns out, the <br />Trust for Public Land wi11 be able to fund this project with spe- <br />cial funds designated for use in the Carquinez Straits area. <br /> <br />III-6 <br />
