<br />Site Description: <br /> <br />Project History: <br /> <br />All of these projects are located along the shoreline of San <br />Francisco Bay.(see Exhibit 4). The geographic distribution by <br />county of the projects recommended for approval is as follows: <br />two projects in Marin (City of Novato and City of Sausalito); <br />one in San Francisco at Hunters Point Naval Shipyard; one in <br />San Mateo at Redwood Shores in Redwood City; one in Santa <br />Clara County at Bixby Park in Palo Alto; one in Alameda on <br />the estuary shoreline in the City of Alameda; one in Solano in <br />the City of Benicia; and one in Contra Costa at Martinez Re- <br />gional Shoreline in the City of Martinez. Of the six applications <br />that were rejected, three were in Marin County, two in San <br />Mateo County and one in Solano County. No applications were <br />received from Napa or Sonoma counties. <br /> <br />The San Francisco Bay Access Grant Round was authorized by <br />the Conservancy on December 8, 1998 to disburse up to <br />$500,000 by June of 1999. The grant round was designed to fo- <br />cus attention on the San Francisco Bay Trail and the Conser- <br />vancy's role as funder, since for-several years the Conservancy <br />has had very little funding to use for Bay Access projects. The <br />Bay Trail Project, a nonprofit organization affiliated with the <br />Association of Bay Area Governments, had conducted grant <br />rounds focused on Bay Trail construction in 1996 and 1997, <br />but it did not receive the expected funding last year to enable it <br />to continue that program. With nearly $6 million in Access <br />Program funding this year, the Conservancy decided to allocate <br />$500,000 for Bay Trail projects. <br /> <br />PROJECT SUPPORT: Letters of support were submitted along with each project pro- <br />posal (see Exhibit 5). <br /> <br />CONSISTENCY WITH <br />CONSERV ANCY'S <br />ENABLING LEGISLATION: <br /> <br />This project is consistent with the Conservancy's enabling leg- <br />islation, Division 21 of the Public Resources Code. In Public <br />Resources Code Section 31400 the Legislature charged the <br />Conservancy with taking a principal role in implementing a <br />system of coastal public accessways to and along the California <br />coastline, including San Francisco Bay. In the projects pro- <br />posed, the Conservancy will have a principal role in planning <br />and funding construction of new elements of the Bay Trail, all <br />sections of which are along the coastline of the San Francisco <br />Bay. <br /> <br />ill-9 <br /> <br />~+-zs <br /> <br />EXHIBIT B <br /> <br />-~T . <br />
