CONSISTENCY WITH
SAN FRANCISCO
BAY PLAN:

5~2. 1

Support from the Public: Each project has letters of support
from local residents and/or local public agency representatives
(see Exhibit 5).

Location: All of the proposed projects are located along the
shoreline of San Francisco Bay.

Need: The total funding needed to complete each project is not
available from the respective local sources. Each project pro:-
. posal submitted included a budget and . indicated the local
funding contribution.

Additional Criteria

Urgency: The City of Sausalito' s project, which involves pre-
acquisition activities, is urgent because of market competition
. for the property. The City needs to move forward quickly to
obtain the survey and appraisal so that an option to purchase
can be negotiated with the seller.

Serves Greater than Local Need: All of these projects help
further the completion of the Bay Trail, which serves users
throughout the Bay Area. .

Leverage: Conservancy funds are matched by funds from local
and other sources, in a total ratio exceeding 6:1 of other funds
to Conservancy funds.

Readiness: All of the projects are ready to move forward this
summer, with anticipated completion in 12 to 24 months.

Bay Plan Policy No.4 states that "Public access improvements
. . . should be designed and built to encourage diverse Bay-
related activities and movement to and along the shoreline,
should permit barrier-free access. . . to the maximum feasible
extent, should include an ongoing maintenance program, and
should be identified with appropriate signs." All of the pro-
posed Bay Trail construction projects meet these criteria.

Policy No.6 states that "Access to the waterfront should be
provided by walkways, trails,' or other appropriate means and
connect to the nearest public thoroughfare where convenient
parking or public transportation may be available." All òf the
proposed projects will directly or indirectly provide access to
the waterfront, and all will have appropriate connections for
parking.

ill-!!

EXHIBIT B

..
