4A-/4

Sandpiper Youth Center - Approximately 25-40 children per day visit the youth center at
Sandpiper Community Center in the Shores. The Center is open M-F and some weekends.
We were happy to provide space to the Library for a homework assistance center at this site.

After School Safe Neighborhoods Academic Enrichment Programs - The Redwood City
School District and the Department successfully applied to this State funding source, and
received 80% funding for programs targeting 90 students at Hoover, 45 students at Taft, and
60 students at McKinley. At each site teachers work with the children for at least an extra hour
per day, while healthy life skills and recreation opportunities are provided for the remaining
hours. Our McKinley Program has established a Wall of Fame for children who have
received their first A's to display their work. We are pleased to report that the wall is
getting full.

PROGRAM COSTS

Programs can vary in scope from minimal adult supervision of a gym to programs such as those
operating at Taft, McKinley and Hoover that have both an academic and recreational component and
evaluation process. Obviously, the costs would also vary.

Building Supervision Model

At least two staff people available at an hourly rate of approximately $12.50/hour. This model
could be supplemented by volunteers creates an hourly cost of $25/hour. Assuming a building
is open three hours after school and six hours over the weekend, the total cost would be
$525/week or approximately $21,000 for the school year. This does not include the cost of
utilities, custodial support, or the supervision of staff at the sites. This option does not speak
specifically to education and youth, however does start to provide safe locations for youngsters
to "hang-out" after school hours and during the weekend.

Academic Enrichment Model

These are not drop-in programs. Children are signed-up and can be evaluated as to their
progress. Teachers are hired to work with students in addition to instructional and recreation
leaders and a site coordinator. Students involved in the program would be specifically referred
because of academic and/or behavioral issues and their progress academically would be
assessed. Total cost for the 90-person program at Hoover is $90,720.00. The Safe
Neighborhood grant pays for 75% of the costs and the City pays for the remaining 25%.

FUTURE PROGRAM IDEAS

Some of the ideas that the Youth & Teen Unit would like to develop in the area of youth and education
are the following:

Pre-schooIlChiidcare:

Work collaboratively with the school district to develop additional pre-school sites and
kindergarten readiness programs and work to develop a 150 childcare site in Redwood
Shores. There are currently funding opportunities from several sources such as Proposition
10 funds and federal pre-school funds, however the funding requirements are unknown at this
time,

Alternate School Calendar Issue:

Currently two elementary schools (Henry Ford, Selby Lane) are operating on an altemate
school calendar, however next year we expect between six and eight schools will be working

.
