<br />3H-!{ <br /> <br />Part 1 - Off-Site Traffic Impacts <br /> <br />Task 1-1: Site Reconnaissance and Data Collection <br /> <br />The physical characteristics of the site and the surrounding roadway network will be reviewed during <br />a site visit to identify existing roadway cross-sections, intersection lane configurations, traffic control <br />devices, surrounding land uses, and the locations of pedestrian, bicycle, and transit facilities. <br /> <br />We have current AM and PM peak-hour intersection traffic volumes in our file~ for three of the key <br />intersections. New peak-period manual turning movement counts will be conducted at the ten <br />remaining intersections. <br /> <br />Twenty-four hour machine counts and speed surveys will be conducted on Warren Street and on <br />Allerton Street between Howland and Standish Streets, per the City's Request for Proposal. <br /> <br />Task 1-2: Existing Conditions <br /> <br />The existing operations of the key intersections will be evaluated with level of service calculations. <br />Existing Conditions on the study segments of Warren and Allerton Streets will be described in terms <br />of daily volumes and 85th percentile speeds. <br /> <br />Task 1-3: Background Conditions <br /> <br />Future traffic volumes from approved (but not yet constructed) developments to be provided by City <br />Staff will be added to the existing volumes to obtain traffic volumes for Background Conditions. <br />IntersectiQn level of service calculations will be performed to eval118;te Background Conditions. <br /> <br />Task 1-4: Project Traffic Estimates <br /> <br />. The amount of traffic added to the roadway system by the office building will be estimated by <br />applying appropriate trip generation rates from the Institute of Transportation Engineers CITE), Trip <br />. Generation (sixth edition) to the building's size expressed in 1,000s of square feet. A reduction in <br />trip generation may be applied to reflect transit usage due to the site's proximity to the Redwood City <br />CalTrain Station. <br /> <br />The directions that the project trips will use to approach and depart the site will be estimated based <br />on existing traffic patterns in the area and the relative locations of complementary uses, such as <br />residential neighborhoods. <br /> <br />. . <br />The project's peak-hour traffic estimates will then be assigned to the adjacent roadways and key <br />intersections. <br /> <br />PIO308-5 <br /> <br />. -.., .
