3 �-•4 . <br /> development in the City of Redwood City and reduce the traffic congestion and other <br /> adverse effects of increased traffic. volumes caused by new dev�lopment; and <br /> WHEREAS, said impact fees shall be used for the construction of public streets, <br /> traffic reduction measures and pedestrian, bicycle and transit improvements that are, <br /> and shall be, specified in the Study and its periodic updates; and <br /> WHEREAS, the Study documents procedures for measuring the traffic impact of <br /> new development in the Ciiy on pubfic streets, and includes an impact fee sck�edule; <br /> and <br /> WHEREAS, a public hearing was held on April 3, 2000, at which all persons <br /> interested in the matter were heard, or given the opportunity to be heard, and this <br /> Council has considered the Study and desires to enact the Transportation Impact Fees <br /> therein described; <br /> NOW, THEREFORE, the Council of Redwood City does ordain as follows: <br /> Section 1. Article XV (commencing with Section 18.244) is hereby added to <br /> Chapter 16 of the Code of the Cit�r of Redwood City to read as follows: <br /> � "ARTICLE XV. TRANSPORTATION IMPACT FEE <br /> Section 18.244 - Findings: <br /> The Council of Redwood City determines and declares that: <br /> A.
