<br />ATTACHMENT "A" <br /> <br /> <br />REPORT <br /> <br /> <br />March 22, 1999 <br /> <br />Subject <br />Approval of Change Orders 1 and 2 for the Regional Traffic Signalization/ Operation <br />Program (RTSOP 1) - Downtown Traffic Signal Interconnect Project Engineering File <br />No. 1601-99 <br /> <br />Recommendation . <br />Approve, by motion. Change Orders 1 and 2 to an existing agreement with S. G. Barber <br />Construction, Inc., of San Carlos, California. in an amount of $65,500 and $26,321 <br />respectively ($291.768. is the original contract amount, an increase of 31 %). <br /> <br />Background <br />This contract was awarded to S. G. Barber Construction on February 23, 1998. <br />pursuant to Resolution No. 13287. S. G. Barber Construction was the lowest <br />responsible bidder among six bidders. <br /> <br />This project is being funded by a Federal grant through the Region al Traffic <br />Signalization/Operation Program (RTSOP), which is part of the Intermodal Suriace <br />Transportation Efficiency Act (ISTEA). The matching fund for this grant came from the <br />State's Traffic System Management Program, which is provided under Assembly Bill <br />434 (AB434). Therefore, the total outlay of this project does not affect the City's <br />budget. except for minor staffing resources and field preparation work. The cost of <br />Change Order No.1 will be covered by the RTSOP grant. Change Order No.2 will be <br />paid under the Traffic Cabinet Replacement Program of the Gas Tax Construction Fund <br />because Change Order No.1 will exhaust the grant. <br /> <br />The project includes the 'networking', or interconnection, of 34 downtown traffic signal <br />controllers and the installation of a centralized computer and software to communicate <br />and supervise the signal operation at each intersection. <br /> <br />Chanae Order No.1 will allow the substitution of the software proposed by the <br />Contractor, to a software package which is more up-to-date and meets the current <br />standards specified by the National Transportation Communications for the <br />Intelligent Traffic System's Protocol. The substituted software is compatible with <br />equipment from multiple manufacturers and is based on current technology. This <br />compatibility will provide the City with flexibility in choosing hardware providers in <br />the future. <br /> <br />,-"',' ~"T <br />
