<br />9A9 <br /> <br />Veterans Blvd. Staff recommends that housing be permitted in this district as a <br />conditional use to provide an opportunity for more housing near downtown. <br /> <br />2) Conditional Use in the CA. (The following is added): <br />Residential uses provided the residential portion of the site satisfies all of the <br />requirements of the "R-5" (Multi-family-High density) Zoning District, as set forth in <br />Article 10 of this Zoning Ordinance. <br /> <br />D. CN - Neighborhood Commercial District Changes <br />1) Rationale <br />Neighborhoods consist of various activity areas - schools, parks, residences and <br />neighborhood shopping areas. Neighborhood commercial districts should reinforce <br />neighborhood character with appropriate scale and services, such as small-scale <br />shopping and services that are a convenience to the immediate neighborhood. The <br />City's Strategic General Plan describes neighborhood shopping centers as <br />providing services for the immediate neighborhood. The zoning ordinance <br />describes the neighborhood commercial district as "performing a vital service to the <br />neighborhood and becoming integral parts thereof." When offices replace local <br />shopping and services in the neighborhood commercial centers, the centers lose <br />their neighborhood character and cease to be areas of activity for local <br />neighborhoods. <br /> <br />The recommended changes include: tailoring the definition(s) of allowable offices <br />to ensure that these uses serve the immediate neighborhood; adjusting the list of <br />allowable office uses; and setting a maximum size in the development standards <br />for new, and additions to, neighborhood offices. <br /> <br />Allowing residential on the second floor is also recommended. The mixed use of <br />residential and commercial can enhance the neighborhood quality of the district <br />and provide additional housing opportunities. <br /> <br />2) Uses in the CN <br />The following changes are recommended to: <br />. Permitted Uses <br />Amend: Automatic teller machines. <br />Add: Residential units on the second floor. <br />Add: Neighborhood serving, ground floor dependent offices, financial services, <br />and medical offices (and subject to maximum size requirements). <br />The following additions are recommended to: <br />. Conditional Uses <br />Neighborhood serving, non-ground floor dependent3 offices; financial services <br />and any medical offices occupying 5,000 square feet or less of gross floor area <br />shall be located above the first floor. <br />Any use or uses permitted under Section 13.2 individually or cumulatively <br />resulting in occupancy of more than 5,000 square feet of gross floor area. <br /> <br />3) Development Standards in the CN <br /> <br />3 "Non-ground floor dependent" is defined in Article 2, <br /> <br />5 <br /> <br />,---- ... , '~- 'r ' <br />
