<br />9A/~ <br /> <br />Section 1. Findings. This Council hereby finds and declares as follows: <br /> <br />A. The market demand for office development in the City of Redwood <br /> <br />City has increased far beyond that anticipated when current land use <br /> <br />designations were established under Ordinance No. 1130, as amended, the <br /> <br />Redwood Zoning Ordinance ("Zon. Ord."); <br /> <br />B. Large scale office developments have been, and are being, proposed <br /> <br />for developed and undeveloped properties which, as individual parcels, or <br /> <br />combined parcels, particularly within the "PO" (Professional Office), "CA" (Central <br /> <br />Administrative), "CN" (Neighborhood Commercial), "CB" (Central Business), "CG" <br /> <br />(General Commercial), "IR" (Industrial-Restricted), "IP" (Industrial Park), and <br /> <br />"CBR" (Central Business Retail) Zoning Districts; <br /> <br />C. Such relatively large-scale office development proposals, if allowed to <br /> <br />proceed to construction, would create structures disproportionate to, and in <br /> <br />conflict with the appearance of, existing structures adjacent to or in the vicinity <br /> <br />thereof; <br /> <br />D. <br /> <br />Such office development proposals, if allowed to proceed to <br /> <br />construction, would use land resources which could otherwise be developed for <br /> <br />housing, commercial, and other uses compatible with, and supportive of existing <br /> <br />uses, including residential uses; <br /> <br />E.
