Nichols <br /> Secretary for Resources <br /> State of Califomia Resources Ag�ncy <br /> 1416 Ninth Street, Suite 1311 <br /> Sacramento, CA 95614 <br /> SUBJECT: FUTURE USE OF CARGILL SALT PONDS — Redwood City Area <br /> Dear Mr. Hayes and Ms. Nicfiiols: <br /> Over the past several months, the City of Redwood City, San Mateo County, and the San Mateo <br /> County Transportation Authority have followed with keen interest the news conceming the potential <br /> acquisition of Cargill's south bay satt ponds. Our agencies support the notion of rec{aiming the satt <br /> ponds to improve the San Francisco Bay ecosystern. In addition, we are dearng with the regional <br /> problem of traffic congestion and the local problem of flooding in the adjacent communities, and <br /> anticipated using a small portion of the adjacent Cargill holdings to address these problems. We <br /> believe that our proposed use of some Cargill property can be done without hindering the weUand <br /> restoration and could possibiy enhance the restoration with proper planning. <br /> Flooding has plagued the residents and businesses in the area for more than 25 years. Storrn <br /> water from the 9.21 square mile drainage area that covers five political jurisdictions currently must <br /> drain through a small drainage canal built by Leslie Salt (predecessor to Cargill) in 1945. This <br /> channel is the single discharge point to San Francisco Bay for the drainage basin, and a tide gate <br /> controls its flow to the Bay. High flows overtop the channel and flood the adjacent properties to the <br /> south of Cargill. <br /> Route 84, which provides access to the Dumbarton Bridge, one of the major transportation links <br /> across San Francisco Bay, currently ties into Highway 101 at Marsh Road. The Transportation <br /> Authority highway program includes a project to extend Route 84 north of Marsh Road. This <br /> extension of Route 84 along the southerly edge of the Cargill property can alleviate some of the <br /> rnajor congestion that occurs on these routes. This roadway project could provide an <br /> environmental benefit to restoration efrorts by creating a permanent buifer against human intrusion <br /> into newly created and sensitive endangered species habitat. <br /> _ _.._. _ ._._._� . ___..
