Section 4. Use Permit UP2015-007 (Section 42.3): The Planning <br />Commission finds that: <br />a. That the proposed use will be consistent with the various elements and <br />objectives of the General Plan and any applicable Specific and Precise <br />Plans, and zoning regulations for the subject location. <br />The proposed hotel use is consistent with the various elements and <br />objectives of the General Plan, in that the MU -C Corridor, "category <br />allows for the reinvention of key corridors to support major transit and <br />complementary commercial and residential uses, encouraging transit <br />use, bicycle use, and pedestrian activity." With the proposed hotel <br />located on the Broadway corridor, the hotel's employees and patrons <br />would be encouraged (through a Transportation Demand Management <br />program) to utilize the existing SamTrans bus line, as encourage the <br />use of bicycles, pedestrian connections to access the hotel. <br />Additionally, Program BE -10 of the General Plan seeks to: "Revitalize <br />Targeted Sites. Continue to use the full complement of planning tools <br />and legal authority available to revitalize targeted retail sites and areas <br />with older lodging facilities. Create incentives for landowners to <br />upgrade or redevelop their properties." Therefore, the existing use on <br />the project site is a single -story motel that was developed over seven <br />decades ago, and the proposal to develop a new modern hotel, seeks <br />to support the revitalization of an older lodging facility. <br />b. That the proposed use is compatible with surrounding uses. <br />The proposed hotel use is compatible with surrounding land uses, in <br />that the existing use on the property is a lodging facility. The proposed <br />hotel would revitalize and improve the lodging facility to a more modern <br />facility that would complement the adjacent residential and commercial <br />uses. Moreover each guestroom entry, is contained within the confines <br />of the hotel, which reduces opportunities for nuisance activity as <br />compared to a motor -court style motel with guestroom entries and <br />hallways at the exterior of the motel. <br />c. That the use and its associated structures and facilities will not be <br />detrimental to the public health, safety, or welfare of the people and <br />property of Redwood City. <br />The proposed hotel and facilities will not be detrimental to the public <br />health, safety, or welfare of the people and property of Redwood City, <br />in that a hotel is an inconspicuous use which rarely exhibits any noise, <br />odors, or disruptions to a neighborhood. <br />ATTY/RESO.0093/PC RESO GRANTING APPROVAL OF A USE PERMIT -1690 BROADWAY <br />REV: 10-04-17 PR <br />Page 4 of 16 <br />
