That the use and facilities will not adversely affect or conflict with <br />adjacent uses or impede the normal development of surrounding <br />property. <br />The proposed hotel would not adversely affect or conflict with adjacent <br />uses or impede the normal development of surrounding properties. <br />The project location is located on a major downtown corridor. The <br />hotel would be self-contained with all parking taking place on-site, and <br />employees and patrons would be able to utilize public transportation. <br />The hotel would function as a transition of residential and commercial <br />uses in the areas and into downtown. The hotel would also be <br />consistent and complement the other types of commercial and <br />residential uses in the area. The new hotel may serve to encourage <br />further revitalization and redevelopment of surrounding properties. <br />e. That adequate public and private facilities such as utilities, <br />landscaping, parking spaces and traffic circulation measures are or will <br />be provided for the proposed use. <br />The site is currently serviced with adequate public utilities and <br />infrastructure, and would also be dual plumbed for recycled water. <br />Additionally, the infrastructure would be improved, in that overhead <br />utility lines would be underground, and all four corners of Broadway <br />and Beach would be improved with bulb -outs for improved pedestrian <br />safety and access. The site and public right-of-way improvements <br />would consist of new landscaped areas with street trees, bicycle racks, <br />and wide pedestrian -friendly sidewalks. <br />On-site parking would consist of 84 parking spaces where 91 are <br />required. However, the applicant has submitted a Traffic Report and <br />Transportation Demand Management Plan (TDM) that provides <br />methods to alleviate the parking deficiency. The hotel operator would <br />provide carpool and vanpool programs, subsidized transit passes, and <br />financial incentives for walking or bicycling to work to employees in <br />order to comply with the TDM Plan for offsetting the parking <br />deficiencies. <br />Section 5. The Planned Development Permit, Use Permit, and Sign <br />Permit are hereby approved based on the Planning Commission's consideration <br />and reliance on the CEQA determination and in accordance with the plans, <br />details and descriptions contained therein, attached hereto and incorporated <br />herein by reference, and subject to the following Conditions of Approval: <br />ATTY/RESO.0093/PC RESO GRANTING APPROVAL OF A USE PERMIT -1690 BROADWAY <br />REV: 10-04-17 PR <br />Page 5 of 16 <br />
