gAg <br /> exacerbating the housing shortage and the adverse economic and social <br /> conditions; <br /> (vii) If the office development proposals were allowed to proceed to <br /> construction under current zoning district classifications and related regulations, <br /> severe traffic congestion and parking shortages would result, thereby burdening <br /> the City's interior and arterial street systems beyond capacity and adversely <br /> affecting the environment, including air quality; <br /> (viii) Development of building sites for office use under current zoning <br /> district classifications would conflict with necessary studies for, and <br /> implementation of, revised land use regulations which would be in furtherance of <br /> the public health, safety, and welfare; <br /> H. Additional time is required for the Planning Commission, other <br /> appropriate agencies of the City and this Council to review and enact <br /> amendments to the Zoning Ordinance which will alleviate and address the <br /> aforesaid conditions. <br /> I. The above described conditions constitute a current and immediate <br /> threat to the public health, safety, and welfare and approval of additional <br /> subdivisions, use permits, variances, building permits, or any other applicable <br /> entitlement for use which is required in order to comply with the Zoning <br /> Ordinance, except as amended hereby, would result in that threat to the public <br /> health, safety, and welfare, and said conditions constitute an emergency <br /> Ord-121 5 <br /> F:/shared/redwood/counci I <br /> DES:rg <br /> 10/18/00 <br />
