.

-2-
Scotts' request to build and provide road improvements and water and sewer
extensions under a similar agreement Was denied by the Council and they were
directed to pursue administrative solutions with the staff. The Scotts are
trying to build.
f
(
A chronology of recent construction is in Appendix "C +
Durin the ast several months staff has had inquiries to build seven houses.
9 P
i
Staff's major concerns are environmental, health and safety issues associated i
with adequate: public or private access; sanitary sewers and storm drainage. `
Other existing conditions exacerbate the problems. Also, the existing
unimproved street is not an accepted public right of way.
l
The terrain and geologic conditions are urravorable to development. The
difficulties are compounded by the comparatively small lots with steep slopes.
Under these adverse conditions, development can only proceed at the expense of
renedial measures. The recent construction of two houses clearly demonstrates ,
the cumulative impacts of development and, any further development must
consider environmental impacts. We have reached the point in time when the
construction of each additional house can be considered as a phased project
leading to the construction of houses on all lots with significant '
environmental effects.
Fundamental to any further development are the following:
. Preparation af an environment impact report for the entire
project area.
. Impravement plans for Laurel Way - to require development to '
conform to: established grades; street alignment; utilities M
starm drainage facilities.
. Policies to guide the development vrhich will probably occur on a
"piecemeal basis" - instead of installation of all street
improvements under a single project. j
;
. Issuance of special entitlements - e.g., possible variance to the ,
requirement that aff-street parking have direct access to a '
public right-of-way, exceptians to the subdivision ordinance
as to any future resubdivisions, lot line adjustrtwnts, etc.
Surtnary and Conclusions:
i
Developrr►nt should not proceed until an EIR has been completed. Based on the
plans, specifications, soil and geologic investigation done in 1970, there is E
factual data to determine that further development will have a significant ;
effect on the environment. Staff intends to refer any further proposed '
developrt►ent on Laurel Way to the Planning Comnission for enviranmental review. `
Staff will recortnend that the "project" boundary include all parcels f ronting 6
on Laurel Way.
_. _ , . _. . _ _ . _,._..___ _._.._- . _ _ _
