Garcia, Jr., Chairman, <br /> And Members of the Planning Commission <br /> City of Redwood City_ <br /> 1020 Middlefield Road <br /> Redwood City, CA 94063 <br /> Re: Findings and Conclusions on Appeal of Planning Commission <br /> Certification of the Final Environmental Impact Report <br /> Downtown Retail-Cinema Project, Redwood City, California <br /> Public hearing having been noticed and held on November 13, 2000, on an appeal, <br /> � initiated by a letter dated October 25, 2000, written by Ted Hannig, attorney on behalf of <br /> his client Powerhouse Gym, of the Planning Commission certification of the Final <br /> Environmental Impact Report (FEIR) pursuant to the Cafifornia Environmental Quality <br /> Act (Public Resource Code 21000, et seq.: "CEQA") for the proposed Downtown <br /> Retail-Cinema Project, Redwood City, California (the "Project"), oral testimony having <br /> been heard, documentary evidence having been received, and the opportunity to be <br /> heard having been given to all persons present, the Council of the City of Redwood City <br /> hereby finds, concludes, and determines as follows: <br /> FINDINGS <br /> 1. The proposed Downtown Retail-Cinema Project would be located in downtown <br /> Redwood City. The building components would occupy two blocks: (1) the block <br /> surrounded by Middlefield Road on the south and west, Broadway on the north, and <br /> Jefferson Avenue on the east ("Block 1") and (2) the block bounded by Middlefield <br /> Road on the north, Jefferson Avenue on the east, and the Caltrain railroad tracks on <br /> the south ("Block 2"). Block 1 would consist of a mixed-use building containing <br /> approximately 80,000 square feet of retail store and 20 screen, 4,500-seat cinema. <br /> The building would contain a total of 160,453 square feet of interior space and would <br /> be finro stories (60 feet) high. Block 2 would consist of a parking structure containing <br /> 988 parking spaces on five parking levels including one level below ground, one <br /> level at grade, and three levels above grade. The structure would also contain <br /> 35,000 square feet of retail space in a specialty foods market at the corner of <br /> Jefferson Avenue and Middlefield Road, and 1,860 square feet of other retait space <br /> facing Winslow Street. <br /> 2. The Project is located in the "CBR" (Central Business and Retail) Zoning District <br /> established under the Zoning Ordinance of the City of Redwood City (Ordinance No. <br /> 1130, as amended). <br /> 1 <br />
