Lessee shall pay Lessor an administrative fee in the amount of $100.00 for each such written certification prepared by or for Lessor, which amount shall be paid concurrently with Lessee's request for such certification. 13. STORAGE ON PREMISES. Lessor shall assume no responsibility for the guarding and safe keeping of property and equipment stored upon or used in connection with the Leased Premises or the Wharf Facilities. 14. SIGNS, ADVERTISING. No signs, placards or advertising devices of any type, except signs advertising activities carried on at the Leased Premises shall be inscribed, painted, attached or placed upon any portion of the Leased Premises, or the improve- ments located thereon, or upon the public areas adjacent thereto, without obtaining the prior written consent of Lessor's Board of Port Commissioners, which shall ~ot be unreasonably withheld, conditioned or delayed. 15.
