Council Members comments and questions ensued regarding the proposal and <br />the background on the topic to this point. Mayor Ira framed the consensus that <br />the name should not be changed, that signage is the key to a successful <br />downtown, and that Council needs to clearly set the policy. <br />M/S HartnettlFoust to direct staff to bring to Council a sign program that does not <br />include the changing of Middlefield Road to Theatre Way. The program does <br />include a sign and feature program that has an element referred to it as "Theatre <br />Way" in some portion of it. It is a sign program that includes at least the following: <br />1.) Linkage from Veterans to the County parking garage so that people know how <br />to get into the parking garage for purposes of public parking whether related to <br />the theatre or other uses. 2.) That it is a program that directs people not only to <br />the retail /cinema complex, the new courthouse, and Broadway, but that it is a <br />sign program that provides direction to people to other places throughout the <br />downtown. 3.) As part of the preparation for the sign program, that staff consult <br />with the downtown business association and others in the community prior to <br />returning to Council with the recommendation. <br />The motion passed by a unanimous voice vote by those present with <br />Council Member Howard absent (610) MINUTE ORDER 05 -139 <br />Recess: 9:33 -9:52 p.m. <br />D. General Plan — Issues Relating to Undeveloped Bayfront Land Zoned <br />Tidal Plain (TP) <br />Planning Manager Church explained that Council requested information be <br />brought forward concerning remaining undeveloped lands on the Bayfront. He <br />explained the lands designated as Urban Reserve in the 1990 General Plan. <br />Council asked various questions related to the process to change zoning <br />and whether changes require a full EIR. <br />Public Comment: <br />Lynn Trulio referred to her role as facilitator for Friends of Redwood City <br />forum. She stated that strong support to protect the bayfront, particularly, <br />salt ponds and wetlands was expressed as well as the bayfront remaining <br />primarily open space with public access. She continued to give the history <br />of the area and stressed the importance of protection from zoning <br />changes that allow development. <br />Pete Uccelli stated that the property owners had not been notified of this <br />meeting and his feeling that they should be advised of such matters.
