proselytizing, and exert no other religious influence related to the <br />Project. <br />20. UNIFORM ADMINISTRATIVE REQUIREMENTS. Contractor will <br />comply with the requirements and standards of the Community Development <br />Block Grant Regulations, OMB's "Uniform Administrative Requirements, Cost <br />Principles, and Audit Requirements for Federal Awards," codified at 2 CFR Part <br />200, and all other federal, state, and local laws, regulations and requirements, as <br />applicable. <br />21. COMPLIANCE WITH CALIFORNIA LABOR LAWS AND FEDERAL <br />REQUIREMENTS. The Contractor agrees to comply with the requirements of <br />the Secretary of Labor in accordance with the Davis -Bacon Act, as amended, the <br />provisions of the Contract Work Hours and Safety Standards Act (40 U.S.C. 3701 <br />et seq.) and all other applicable Federal, state and local laws and regulations <br />pertaining to labor standards insofar as those acts apply to the performance of <br />this Agreement. Contractor agrees to comply with the Copeland Anti -Kickback <br />Act (18 U.S.C. 874, 40 U.S.C. 3145) and its implementing regulations of the U.S. <br />Department of Labor at 29 CFR Part 3. <br />Contractor agrees that, pursuant to 42 USC 5310, all laborers and mechanics <br />employed by contractors or subcontractors in the performance of construction <br />work financed in whole or in part with assistance received from the Community <br />Development Block Grant Funds shall be paid wages at rates not less than those <br />prevailing on similar construction in the locality as determined by the Secretary of <br />Labor in accordance with the Davis -Bacon Act, as amended (40 U.S.C. 3141- <br />3148); provided that this section shall apply to the rehabilitation of residential <br />property only if such property contains not less than 8 units. <br />A paragraph shall be incorporated in every agreement between Contractor and <br />third parties in connection to the Project stating that the third party must comply <br />Page 10 of 16 <br />REV: 11-06-1715 <br />ATTY/AGR.2017.256/HUMAN INVESTMENT PROJECT <br />
