Cumulative No Project volumes (which assumes no development in the Inner Harbor area), add <br />trips associated with the General Plan for the Inner Harbor Area excluding those trips associated <br />with any office development. This approach is consistent with other development projects in the <br />Inner Harbor area and will assume that the Project site is empty for Cumulative No Project <br />conditions. Fehr & Peers will develop Cumulative Plus Project volumes by adding the project <br />generated traffic developed in Task 3 to these forecasts. <br />Fehr & Peers will complete an impact assessment by comparing the results of Cumulative Plus <br />Project Conditions to the Cumulative No Project Conditions. Identification of impacts will be <br />determined by comparing the results to the City's Significance Criteria. Fehr & Peers will identify <br />mitigation measures for significant impacts and discuss feasibility and implementation factors <br />with City Staff for comment and concurrence prior to completing the study. <br />Task 6 — Site Plan Review <br />A site access and circulation assessment will be conducted for vehicles, bicycles, and <br />pedestrians around the Project site and on the adjacent roadways. To the extent adequate detail <br />can be provided, Fehr & Peers will review the site plan for: <br />• Site access and interface with roadway network including corner sight distances and a <br />review of driveway spacing <br />• Emergency vehicle access and circulation <br />• Vehicular circulation and roadway sizing within the site <br />• Pedestrian access and circulation within and adjacent to the site <br />• Bicycle access and circulation within and adjacent to the site <br />• Transit access adjacent to the site <br />• Pedestrian access to and from transit stops <br />• Parking supply in comparison to City Code requirements and ITE parking demand <br />Task 7—TDM Prooram Analvsis <br />Fehr & Peers will review the applicant's proposed TDM Program for conformance to C/CAG <br />Guidelines and recommend changes, if necessary. In addition, Fehr & Peers will quantify the trip <br />reductions and benefits from the TDM measures using the TDM+ tool. The recommended <br />strategies and findings of this task will be documented and can be used as a programmatic <br />mitigation measure if needed. <br />Task 8 — Documentation <br />Fehr & Peers will prepare the transportation section of the Harbor View Place EIR, summarizing <br />the results and findings of the previous tasks. Appendices will include traffic counts, level of <br />service calculations, a list of approved development, assumptions regarding planned <br />developments, plus other relevant information. Fehr & Peers will incorporate responses to one <br />set of consolidated comments from ESA into a second administrative draft section of the EIR for <br />submittal to the City. Fehr & Peers will then incorporate one set of consolidated comments from <br />the City into a final draft section. <br />Task 9 — Meetinos <br />Fehr & Peers will prepare for and attend up to four in-person meetings or public hearings with <br />City staff and/or the project team.
