• Appendices and References <br />Task 2: Prepare Response to <br />Comments / and Supporting Technical <br />Analyses. <br />Based on Consultant's assessment of comments to date, <br />the proposed response to comments approach includes <br />preparation of four master responses (discussed under <br />Task 2.4), which will respond to issues raised in multiple <br />comments or warranting special attention. All responses <br />to individual responses will refer back to the applicable <br />master responses where appropriate. <br />• AFEIR 1 (PDF and Word riles, 10 printed <br />copies) <br />• AFEIR 2 (PDF and Word files, 10 printed <br />copies) <br />• Screencheck Final EIR (PDF and Word files) <br />• Final EIR (PDF file, 50 CDs, 50 printed <br />copies) <br />As subconsultant to Consultant, Fehr & Peers (Fehr & Peers Task 4) will contribute to master <br />responses and individual responses to transportation -related public comments for the Final EIR. We <br />have assumed that no substantial analysis is required for the responses, other than described in Task <br />2.1. (Optional tasks would include additional intersection analyses if desired.) <br />The detail provided in Attachment A is the basis for the labor effort estimated in the cost estimate and <br />schedule <br />Task 2.1 —Transportation Analysis (Fehr & Peers) <br />Consultant will direct Fehr & Peers to conduct the following tasks to support the responses to <br />comments: <br />Task 2.1.1 — Trip Generation Comparison (Fehr & Peers Task 1). To address <br />comments regarding employment density applied throughout the Draft EIR, Fehr & Peers <br />will create trip generation estimates for up to eight (8) project alternatives, including all <br />alternatives analyzed in the Draft EIR, plus the Applicant's Revised Project (Task 2.2) and <br />the new "50-50" No Project / Existing Zoning Alternative (Task 2.3). Fehr & Peers will <br />compare trip generation rates from ITE and RWC Moves based on total square footage <br />and number of employees and select the most appropriate rates to use for each <br />alternative. Fehr & Peers will prepare a table summarizing the results. This task includes <br />the additional estimate of trip generation for the Draft EIR Project as needed to support a <br />proposed master response to comments on the Draft EIR (Task 2.4); this scope does not <br />propose to reanalyze the Draft EIR Project. The ESA Project Manager and Fehr & Peers <br />will attend two (2) meetings with City staff to discuss theresults. <br />Task 2.1.2 — VMT Update (Fehr & Peers Task 2). To support the analysis of the <br />Revised Project (Task 2.2), Fehr & Peers will prepare a VMT analysis for the Revised <br />Project using methodologies consistent with those used in the Draft EIR. Fehr & Peers <br />Will summarize the revised VMT analysis and incorporate the write-up into the Final EIR. <br />The VMT analysis will continue to be consistent with the Draft Redwood City <br />Transportation Analysis Guidelines (November 2017).
