• Task 2.1.3 — Fair Share Contribution Calculations (Fehr & Peers Task 3). Some <br />transportation -related mitigation measures identified in the Draft EIR required fair share <br />contributions, beyond payment of the traffic impact fee (TIF). Fehr & Peers will assist the <br />City with selecting a methodology for calculating the fair share contributions based on best <br />practices and previous EIRs completed in Redwood City. This task will include up to two <br />(2) coordination calls with City staff. <br />Task 2.2 —Revised Project: Description and Comparative Analysis <br />Consultant will prepare Chapter 1 of the Response to Comments / Final EIR to explain the CEQA <br />context and approach to the Final EIR. Chapter 2 will describe and analyze the Applicant's Revised <br />Project, identifying changed impacts and mitigation measures where appropriate. The assessment will <br />discuss the impacts and mitigation measures of the Revised Project, specifying those that are different <br />from or no longer required of those identified for the Project. <br />The analysis in Chapter 2 will allow the Revised Project to be considered as the project the Applicant <br />proposes for consideration, replacing the Draft EIR Project. This scope assumes that the Draft EIR <br />Project is no longer being fully analyzed for consideration; it will only be described to the extent <br />required to respond to comments on the Draft EIR. <br />Transportation: The transportation work supporting this task is discussed under Task 2.1. <br />Air Quality, GHG Emissions and Noise. To address the potential air quality and GHG emissions of the <br />Revised Project, Consultant will conduct a quantitative screening analysis that applies scaling factors to <br />determine whether the revised Project would result in different impacts compared to those for the Draft <br />EIR Project. Specifically, vehicle trip generation values calculated for the Draft EIR Project and the <br />Revised Project (Task 2.1.1) will be used to scale estimated mobile emissions for the air quality and <br />GHG emissions impact assessment. Similarly, land use square footages of the Draft EIR Project and <br />the Revised Project will be used to scale indirect and direct emissions from space and water heating <br />and electricity demand estimated for the air quality and GHG emissions impact assessment. This <br />screening analysis will allow for a comparative determination of impacts without conducting additional <br />project- specific air quality and GHG emissions model runs. For construction, emissions will be <br />estimated for the Revised Project based on a scaling of land use square footage values <br />Similarly, for the analysis of traffic noise impacts of the Revised Project, Consultant will use the vehicle <br />trip generation values calculated by subconsultant for the Draft EIR and the Revised Project (Task <br />2.1.1) to calculate the change in traffic volumes along the roadway network; this will allow for a <br />comparison of traffic noise impacts without the additional effort of conducting additional project -specific <br />noise model runs. <br />Other Topics: Other topics are expected to be discussed at the level of detail necessary to compare <br />impacts of the Revised Project to those of the Draft EIR Project. <br />Task 2.3 — "50-50" No Project, Existing Zoning Alternative (50 R&D / 50 Ancillary Office) <br />Chapter 2 will also include an analysis of a new "no project" alternative not previously analyzed in the <br />Draft EIR: a new "'50-50' No Project, Existing Zoning Alternative (50 R&D/50 Office):' The new <br />Page 5 of 10 <br />REV: 08-06-19 PR <br />ATTY/AGR.Amend No. 2/ESA Harbor View Project <br />
