alternative would reflect the maximum mix of uses permitted by existing zoning: 50 percent Research <br />and Development (R&D) and 50 percent ancillary Office. Consultant will describe the alternative in <br />terms of estimated maximum square footage by use and by service population and will discuss the <br />potential environmental effects relative to those identified for the Revised Project. The discussion will <br />be at the same level of detail presented in the Altematives Analysis in the Draft EIR. <br />Transportation: The transportation analysis supporting this task is discussed under Task 2.1. <br />Air Quality, GHG Emissions and Noise: Consultant will conduct a comparative assessment of air <br />quality, GHG emissions and noise impacts associated with the new alternative. As was conducted for <br />the Draft EIR alternatives analysis and the Revised Project described above, Consultant will conduct a <br />quantitative screening analysis for the new altemative that applies scaling factors to the trip generation <br />values generated by subconsultant (Task 2.1.1) to determine whether the alternative would result in <br />different impacts compared to those for the Revised Project. This screening analysis will allow for a <br />comparative determination of impacts without conducting additional project -specific air quality and <br />GHG emissions model runs. No model runs for air quality and GHG emissions will be conducted. <br />For the analysis of traffic noise impacts under the new alternative, and as conducted in the Draft EIR <br />alternatives analysis, Consultant will use the vehicle trip generation values generated by <br />subconsultant (Task 2.1.1) to conduct the comparison of the alternative and Revised Project noise <br />levels for the local roadway network used to access the project site under this alternative. <br />Other Topics: Other topics are expected to be discussed at the level of detail necessary to compare <br />impacts of the "50/50" No Project, Existing Zoning Altemative to the Revised Project. <br />Task 2.4 — Text Revisions and Individual Responses to Comments <br />Consultant will prepare the balance of the Administrative Draft FEIR, which will include a revised <br />version (with tracked changes) of the Summary Chapter of the Draft EIR, several master responses, <br />responses to individual comments, a list of additional text changes to the Draft EIR, and necessary <br />technical appendices. <br />Of particular note, Consultant will prepare master responses (MR) to address issues raised by multiple <br />commenters. Based on our assessment of comments received, the following master responses are <br />proposed: <br />MR -1 Jobs/Housing Imbalance. This master response will address comments that <br />requested additional information regarding the job growth and housing demand. The <br />master response related to this issue of jobs/housing balance will present more <br />information about the number of housing units needed to accommodate the estimated <br />employment population of the project. As discussed at the City Council hearing on the <br />Draft EIR, the approach would also present housing production data for the City and <br />discuss projections in the EIR for General Plan.
