WEST YOST
ASSOCIATES
Cantultmg Engu.em
October 25, 2017
SENT VIA: EMAIL
Ms. Robin Kim
Management Analyst
Public Works Services Department
City of Redwood City
1400 Broadway St.
Redwood City, CA 94063-2505
SUBJECT: SCADA Communications Network Design and PLC Upgrades
Dear Ms. Kim:
West Yost is pleased to submit this proposal for the SCADA Communications Network Design
and PLC Upgrades project (Project) for the City of Redwood. Our team has demonstrated
successful completion of similar projects with a focus on secure network design, and
implementation based on current industrial control system cyber security standards including NIST
800-82 and the Cyber Security Framework (CSF). Our key staff maintain multiple industry
recognized cybersecurity certifications including CISSP, CCNA and GPEN as well as registration
as Professional Engineers in the state of California.
PROJECT UNDERSTANDING
Our team understands the drivers and timeframe for this project including the current challenges
with limited radio frequencies available to the City as well as the cybersecurity challenges facing
critical infrastructure in general. We understand the need to evaluate the existing radio
infrastructure to help the City evaluate options including licensing of additional radio frequencies.
We understand the City will need to upgrade much of the existing control systems equipment,
including obsolete Allen Bradley MicroLogix controllers, throughout the City. We understand that
the City plans to continue to use Wonderware software and Allen Bradley controllers.
We understand the City's planned schedule for implementation of the upgrades to the network is
within 2 years and the control system replacement will be within 3 years.
2020 Research Park Drive.
