In response to the community feedback, the CAG weighed the overall support for bike <br />lanes and lower prioritization for parking, as well as information from existing conditions <br />report showing that occupancy of on -street parking ranges from 65-70% in many <br />sections (where the ideal occupancy rate is 85%). The CAG consensus was to replace <br />the on -street parking with a protected bike lane with a series of recommendations to <br />replace the on -street parking in nearby locations (discussed in the next section). <br />This recommendation comes with operational challenges that need to be <br />addressed prior to installation of a bike lane, including fire access to sidewalk <br />hydrants and buildings, replacement parking, trash pick-up, and loading facilities <br />for businesses. <br />Strategies to address operational challenges include: <br />Implementing the parking and driving strategies (see prior and next sections) <br />Designing bike lane barriers to facilitate fire truck access <br />Providing loading/trash pick-up zones at each block corner on side streets (this <br />would be shared with short-term customer parking discussed below) <br />Working with business owners to address specific needs <br />Testing out protected bike lanes on a pilot basis <br />If the City adopts this Plan, significant additional outreach, design, and pilot testing <br />would occur prior to the installation of protected bike facilities. In addition, solutions to <br />the challenges would need to be identified prior to the implementation of a dedicated <br />bike lane. Finally, any pilot or trial program would need to be reviewed by the Complete <br />Streets Advisory Committee and City Council. <br />Parkinq: There are about 270 on -street parking spaces on EI Camino Real. Based on a <br />recent occupancy survey (Attachment 2), these spaces are underutilized on average in <br />certain segments. There also many sections of the Corridor where on -street parking is <br />prohibited (marked with red curbs) which create unused excess roadway. In addition, <br />the CAG identified goals for use of the roadway that prioritize moving people through <br />the Corridor. Parking on EI Camino Real was identified as the lowest priority. Removal <br />of on -street parking was therefore viewed as an opportunity to improve mobility, if these <br />parking spaces could potentially be provided elsewhere within the Corridor area. <br />Strategies to offset removal of on -street parking include: <br />Providing incentives to connect private parking lots and shared customer parking <br />Developing a parking management plan to better utilize existing parking <br />
