8.B. - Page 17
4. Should the implementation section includes metrics to determine if an action is
successful?
Yes, metrics are the only way to decide how to iterate improvements and
implementation actions. This data would help determine if the Plan is successful
and whether these policies could be replicated elsewhere.
The Commission recommended that the City Council adopt the EI Camino Real Corridor
Plan. Public comments received for this meeting are available here.
Stakeholder Interviews
The City held stakeholder interviews to solicit input from people with varying
perspectives such as property owners, residents, brokers, affordable housing
representatives, agencies (SamTrans, Caltrans), environmental groups, bike advocates,
business and environmental groups. On September 20, 2016, the Consultant held eight
sessions (each approximately 50 minutes each) with groups of approximately five
people, for a total 34 stakeholders. A summary of these interviews is provided in the
published Stakeholder Interviews Report.
Online Survevs
The City developed two online surveys to solicit community feedback.
1. Transit Survev (3 -week period in November 2016) was more general and
intended to raise awareness about studies currently underway (EI Camino Real
Corridor Plan, Broadwav Streetcar Studv, and Transit Center Studv) and obtain
preliminary feedback on the community's priorities. The questions focused on how
people currently use EI Camino Real and the Transit Center (CalTrain) and
suggested improvements to each. The City received 353 responses to the survey.
2. EI Camino Real Corridor Plan Survev (3 -week period in May 2017) focused on
potential design options for retail areas, modes of mobility, and placemaking. The
question posed options and tradeoffs to better understand how the community
would like to prioritize use of the corridor. The City received a total of 612
responses to the survey.
Business Outreach
Given the importance of business support as part of the Corridor Plan, staff made a
concentrated effort to meet with businesses and their employees directly. To that end,
postcards were mailed to businesses located on EI Camino Real and staff went door-to-
door and met with over fifty businesses. In addition, staff provided presentations to the
Downtown Business Group and Chamber of Commerce.
