<br />I <br /> <br />I <br /> <br />Scope of Work/Methodology <br /> <br />EDAW, Inc. <br /> <br />I <br /> <br />B.4 Traffic and Parking Analysis <br />We will perform a qualitative analysis of the existing circulation patterns in <br />the Downtown. The goals of the transportation analysis will be to ensure <br />that there are no obvious constraints to proposing new development, <br />particularly residential uses; that effective access is provided to all existing <br />and proposed functions; that service vehicles are effectively handled and that <br />service activities are located in such a manner as to not interfere with other <br />activities; and to assure that the relative proximity of parking to existing <br />facilities is maintained/shared and enhanced. Since we will not have a <br />professional transportation firm as part of the team, the analysis will be <br />performed by EDA W personnel referring to visual and background data <br />from other developments (e.g. Draft EIR on the theater project). <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />B.5 Market Data Collection <br />EDA W will collect market data on all potential Downtown uses, as rapidly, <br />effectively and inexpensively as possible. These uses will include: higher <br />density residential, select office prototypes, entertainment and conventional <br />retail, and a broad range of mixed-use options. EDA W will collect market <br />data from all standard available published sources, including, brokerage firms, <br />ABAG and other public agencies, City of Redwood City, Internet web sites, <br />investment banks, REITs, and related real estate data sources and similar <br />databases. EDA W has extensive data collection capability, and will prepare a <br />thorough data search as a first step in its market analysis. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />B.6 Market and Economic Analysis <br />The findings of the market analysis will be consolidated into an existing <br />conditions report that will include a series of graphics including maps, charts, <br />tables, matrices and a written analysis. Analysis of existing inventory, <br />planned projects, and competitive projects in adjacent areas will include <br />square footage, vacancy rates, lease rates, occupancy trends, quality of <br />existing and planned projects with similar facilities, characterizing the <br />strengths and weaknesses of Downtown Redwood City and the supporting <br />context in market and fmancial terms. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Our analysis of existing market conditions will provide a detailed profùe of <br />Redwood City's competitive position as a regional center for housing, <br />entertainment, business, and other downtown functions. The results of the <br />analysis will be consolidated into a memorandum and distributed to City staff <br />and the TAc.
