I

I

Scope of Work/Methodology

EDAW, Inc.

I

TASK C. Public Participation Program

C.I Task Force Meetings and Interviews of Key Stakeholders
While the existing conditions work is proceeding, EDA W will begin to solicit
input from the Task Force on the ideas and visions for the Downtown. We
understand the City has done an excellent job through the Idea Exchange
Program to get the community excited about the potential for the
Downtown. We will also begin to participate in small meetings with key
stakeholders and groups identified as part of the TAC meeting above (Task
AS). The intent of these meetings is to solicit input into the goals and
objectives to be achieved by the study, confirm issues as generated by the
team, and give ideas for improvement of the Downtown. We propose up to
S meetings with groups of individuals with similar interests (e.g. residential
developers, or downtown retail interests) that again, may not be accessible as
part of the Task Force.

I

I

I

I

I

We suggest that the Task Force meet approximately monthly, allowing for in-
depth research or Plan preparation to occur between meetings. Some
months may require two meetings while others may require none. A
potential agenda of major topics is listed below recognizing that this list in
not necessarily all inclusive:

We understand that the Task Force may want to have outside speakers
occasionally attend the meetings and give presentations on various topics and
lessons learned. EDA W through its extensive network, can assist the staff in
identifying persons who would volunteer their expertise and advice. We
suggest a developer panel and potential Urban Land Institute review later in
this scope, however it may be possible for individuals associated with
revitalization in other cities such as Mountain View, Walnut Creek,
Pleasanton, Burlingame, San Jose and other cities to attend the Task Force
meetings.

I

I

I

Meeting 1 -
Meeting 2 -
Meeting 3 -

I

I

Meeting 4-
Meeting S -
Meeting 6 -
Meeting 7 -

I

Meeting 8 -

I

Meeting 9 -
Meeting 10 -
Meeting 11 -
Meeting 12 -

I

I

I

I

I

Goals and Objectives and Project Schedule
Visioning Workshop
Opportunities and Constraints discussion, market potential for
new infùl housing and other retail and entertainment options,
and potential Alternative Strategies to be explored
Alternative Strategies review
Alternative Strategies preference
Policy discussion with a focus on land use changes
Policy discussion with a focus on circulation, parking, and
open space changes
Policy discussion with a focus on implementation strategies
and incentives for reinvestment
Draft review of Downtown Area Plan
Review comments of public review process
Final Plan review
Meeting agenda to be determined

I

Redwood City's Downtown Area Plan

4
