Prepare Alternative Strategies <br /> <br />I <br /> <br />I <br /> <br />Based on the results of Phase I, EDA W will refme the goals and <br />objectives and prepare alternative strategies for the Downtown and its <br />supporting context. The goals and objectives will serve as the framework for <br />development of a consensus design and development concept, focusing the <br />team's efforts. <br /> <br />I <br /> <br />I <br /> <br />Dol Prepare Alternative Strategy Plans <br />Based on the existing conditions and Downtown market analysis and <br />discussions with the Task Force and TAC, EDA W will prepare up to a <br />maximum of three conceptual design Strategy Plans for the Downtown. We <br />will apply various levels of program intensity to the alternatives to discuss <br />issues such as density, uses, and locations of focal points or additional open <br />space. These alternatives will include: <br />Land Use <br />Circulation <br />Building massing for key opportunity sites <br />Major open space linkages <br />Focal points and gateways <br />Streets cape character <br />These alternative plans will be prepared in plan view on the project base map <br />and be keyed to images, sketches and diagrams as necessary. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />D.2 Alternatives Analysis <br />In order to help the Task Force, TAC, Planning Commission and City <br />Council make an informed decision on a Preferred Plan, EDA W will <br />perform a qualitative analysis for each alternative analyzing: <br />Compatibility with the Goals and Objectives deEmed by the community. <br />Ability to phase new development incrementally vs. major plan area <br />reconfiguration <br />Compatibility with surrounding context. <br />Additional improvements required to the circulation system and parking <br />supply. <br />Intensity of new development for each alternative as compared to what is <br />projected in the City's General Plan. <br />Ability of the City to finance improvements and potential fiscal benefits or <br />negatives. <br />Market acceptance in both the short and long term. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />At this juncture, we also suggest review by a small panel of Bay Area <br />developers, investors and property management entities to pre-test the ideas <br />in each alternative.
