This becomes a critical juncture in the process, because the next <br />phase of work begins the documentation of Downtown Area Plan. <br /> <br />I <br /> <br />I <br /> <br />PHASE THREE <br /> <br />TASK E: Preparation of the Downtown Area Plan <br /> <br />I <br /> <br />I <br /> <br />EJ Plan Preparation <br />EDA W will prepare the Downtown Area Plan based on the results of Tasks <br />A through D. The plan will be a concise, graphically oriented document that <br />illustrates development strategy, design concepts, and clearly describes <br />proposed land use changes, public and private improvements, circulation and <br />parking improvements, and urban design recommendations. The intent of <br />this document is to clearly illustrate the plans, policies, and particular <br />programs and development strategy that are required to implement the goals <br />and objectives. The Downtown Area Plan is likely to include the following <br />Chapters: <br />Executive Summary <br />Introduction <br />Community Goals and Objectives <br />Land Use <br />Urban Design <br />Circulation and Parking <br />Implementation Program <br />Linkages to the General Plan and other applicable City documents <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />All graphic work and text will be contained in a bound report, which will <br />include a written description of the planning process. An Administrative <br />Draft and public hearing Draft Downtown Area Plan will be produced. <br /> <br />I <br /> <br />E.2 Development Strategy <br />EDA W will prepare a detailed development strategy for the Downtown as a <br />component of the Implementation Chapter. Essentially, it will outline the <br />necessary steps to implement the Plan. The strategy will include phasing of <br />each use, locations, square footages, parking solutions, public investment for <br />infrastructure, and detailed action plan in the form of tables. The strategy <br />will also include an overview of fiscal benefits and will include a toolbox of <br />financing mechanisms such as assessment districts, bond programs, <br />development fees, business improvement districts (BIDs), and other <br />mechanisms as appropriate. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The EDA W team will present and discuss the plan with staff and the TAC to <br />verify direction.
