By <br />far the more serious of these objactions and <br />comments were (a) the demand that the corps <br />permit the project only with the "interior <br />levee alignment," which effectively means the <br />acquisition of the 100-pluS acres of the so- <br />called Area H of Redwood Shores; and (b) the <br />acquisition of a 300-foot-wide buffer along <br />the easternmost perimeter of the peninsula, <br />where the peninsula is opposite Bird Island. <br />Such a buffer would take out 50 residential <br />lots in the city-approved Lido subdivision. <br /> <br />Then, as mentioned, we met with Ed Everett and <br />Deborah Nelson on the fourth of August, during which we outlined <br />strategies for addressing the objections. It was during this <br />meeting that Ed and curt asked me to write you this proposal, so <br />that it could be taken before the council at the earliest <br />possible opportunity. <br /> <br />This proposal is to provide legal services in <br />connection with the permit~ing necessary for the Redwood Shores <br />levee maintenance project. What I have done in the past is <br />provide services as requested by city Officials--attend meetings, <br />provide legal analysis and advice, and coordinate with agency <br />officials. I propose to take a more active role from here on <br />out. As you know, I have outlined a strategy for qoing forward <br />and I propose to take a strong leadership role in seeing that the <br />legitimate concerns of the many aqencies and individuals <br />concerned are met, and that a permit is issued at the earliest <br />possible time. My hourly rate is $265, though some other <br />attorneys in this firm are less, and I have previouSlY provided <br />you with a complete fee schedule. It is always extremely <br />difficult to estimate the amount of time required for a project, <br />and in this case I have done only what I have been asked to do by <br />city officials. I propose that we make the contract for an <br />amount not to exceed $40,000. This amount should Þe ample to <br />retain any consultants if needed.
