6.1.G. - Page 4 <br />Staff from Fire Station 11 tested response times with the one-way configuration and did <br />not have a preference on the direction of traffic on Scott Avenue. Given that there was <br />not a strong consensus around this project, and taking into account recommendations <br />from TJKM, Engineering staff recommend a pilot program that makes Scott Avenue <br />one-way while Flynn remains two-way. The pilot would change the configuration of <br />Scott Avenue from two-way to one-way operation in the eastbound direction. Flynn <br />Avenue would remain a two-way street as it is today. Staff recommends a four-month <br />pilot in 2018, after which staff will evaluate whether this configuration should be made <br />permanent. Traffic volumes, speeds, and Redwood Village community feedback will be <br />considered in making this determination. <br />Next Steps <br />The plan development process, as well as the recommended improvements, are <br />described in the NSEP Implementation Plan that is posted on the project website <br />(www. redwood citv.orq/livable). The Plan's Executive Summary is attached along with <br />the list of high priority, near-term and long-term projects. <br />If, through the process of final design, some priority projects are determined unfeasible, <br />the next highest scoring near-term project will be added to the priority project list. <br />Likewise, if during final design, it is determined that there is not adequate funds for all of <br />the priority projects, they will be funded in the order in which they have been ranked. <br />Engineering staff has also augmented the Stanford funding with a grant from the C/CAG <br />Safe Routes to School - Green Infrastructure Pilot Project Program. This grant funding <br />will fund stormwater treatment in conjunction with some priority projects near Taft <br />Elementary School and will offset some of the project costs. The City will continue to <br />seek other funding sources to supplement the Stanford funds where appropriate. <br />Some of the projects in the Plan are within the jurisdiction of the County of San Mateo <br />and some share jurisdiction between the County and the City. The County has been a <br />partner in this ten-month planning process and supports the Plan. If approved by City <br />Council, the Plan will go to the San Mateo County Board of Supervisors for approval as <br />well. <br />If approved by City Council and the County Board of Supervisors, the City will initiate <br />implementation of the plan. Key milestones include: <br />• Complete design of priority projects (late 2018) <br />• Construction (2019) <br />It is expected that City Council approval will be required to award both the design and <br />construction contracts. During design and construction, City staff will continue to use the <br />website www.redwoodcitv.orq/livable and neighborhood communications to provide <br />updates on the program status and project construction. <br />
