Task 2: Develop Integrated Emergency Plan (EOP) <br />Developing the EOP follows a logical series of steps that define the City's needs, analyzes <br />regulatory requirements and guidance, and create the necessary documentation to support <br />execution of the EOP during incidents. Deliverable refinement will occur through analysis, review, <br />and revision. To develop the EOP, our team will perform the following subtasks: <br />Task 2A: Review Guidance. Other Plans and the Current EOP, and Conduct a Gar) Analvsis: <br />NPA will produce a Standardized Emergency Management System (SEMS)/National Incident <br />Management System (NIMS) compliant EOP that exceeds City's expectations. As a first step, NPA <br />will develop a data collection packet to request information on the City's emergency capabilities, <br />governance and recent incident responses. Candidate documents include the San Mateo <br />Operational Area EDP, the City's Local Hazard Mitigation Plan and regional plans such as the <br />FEMA/Cal OES Bay Area Earthquake Plan. NPA will use the 2011 Cal OES EOP Crosswalk to analyze <br />collected information, identify potential gaps and develop recommendations for improvement. NPA <br />will also use FEMA's Comprehensive Planning Guide (CPG) 101, the International Organization for <br />Standardization (ISO) 22320 standard and the latest Cal OES guidance to support the review. This <br />process will allow our team to understand baseline conditions and areas for greater research and <br />inquiries to pose to stakeholders during plan development. <br />Task 2A Deliverables: <br />A completed Cal OES EOP Crosswalk matrix with identified gaps and recommendations for <br />improvement <br />A report in the form of a bibliography of emergency management guidance for inclusion in <br />the EOP as references <br />Task 213: Develop an Updated EOP Table of Contents and Expanded Outline: <br />Upon completion of Task 2A, ourteam will develop a table of contents and expanded outline for the <br />updated EOP and provide it to the City's project manager for review and approval. A comment <br />matrix will accompany the table of contents and expanded outline to allow for tracking of staff <br />input.
