Task 2C: Develop a Draft Updated EOP: <br />To support drafting the EOP, NPA will conduct a series of three stakeholder meetings with key City <br />staff. These meetings will follow a logical sequence that represents a building block approach. <br />The meetings will focus on the following: <br />1. Results of the document review and gap analysis <br />2. Draft EOP outline and table of contents <br />3. Draft EOP review and validation <br />For each meeting, NPA will provide a read -ahead, presentation, note taking guide and meeting <br />minutes <br />NPA has found that EOPs are most effective when they provide simple "how to" instructions. The <br />EOP will contain a Quickstart guide at the beginning of the document to aid staff on initiating <br />response operations. The majority of the EOP will include checklists, templates, and forms, which <br />provide quick access to the necessary information needed by City staff. <br />NPA will produce a tailored, City specific draft EOP. The EOP will be integrated with Operational <br />Area guidance, which further supports effective regional response. While the EOP focuses on <br />response operations, it will also provide a broad framework for all phases of emergency <br />management. To meet the requirements of the American Disabilities Act, the EOP will address the <br />needs of all within the communities within the planning area including persons with disabilities and <br />other access and functional needs. <br />The EOP will include descriptions and actionable guidance covering: <br />• An analysis of the City's demographics and communities <br />• A hazard analysis consistent with the City's Local Hazard Mitigation Plan and General Plan <br />Safety Element <br />• The City's emergency response organization including lines of authority and relationships <br />• Activation thresholds and levels, position checklists and EOC configuration <br />• Comprehensive resource management <br />• Information collection and developing situational awareness <br />• Relationship of the City with the Operational Area and other jurisdiction during emergency <br />response <br />• Role of the private sector, including non-profit organizations, local businesses, the public <br />and other constituencies consistent with Cal OES and FEMA policies <br />• Emergency communications processes and procedures <br />• Standard reports <br />• Action planning processes <br />REV: 01-16-18 RL <br />Page 11 of 16 <br />ATTY/AGR.2018.008/Navigating Preparedness LLC., Emergency Operations Plan <br />
