Task 2C: Develop a Draft Updated EOP: To support drafting the EOP, NPA will conduct a series of three stakeholder meetings with key City staff. These meetings will follow a logical sequence that represents a building block approach. The meetings will focus on the following: 1. Results of the document review and gap analysis 2. Draft EOP outline and table of contents 3. Draft EOP review and validation For each meeting, NPA will provide a read -ahead, presentation, note taking guide and meeting minutes NPA has found that EOPs are most effective when they provide simple "how to" instructions. The EOP will contain a Quickstart guide at the beginning of the document to aid staff on initiating response operations. The majority of the EOP will include checklists, templates, and forms, which provide quick access to the necessary information needed by City staff. NPA will produce a tailored, City specific draft EOP. The EOP will be integrated with Operational Area guidance, which further supports effective regional response. While the EOP focuses on response operations, it will also provide a broad framework for all phases of emergency management. To meet the requirements of the American Disabilities Act, the EOP will address the needs of all within the communities within the planning area including persons with disabilities and other access and functional needs. The EOP will include descriptions and actionable guidance covering: • An analysis of the City's demographics and communities • A hazard analysis consistent with the City's Local Hazard Mitigation Plan and General Plan Safety Element • The City's emergency response organization including lines of authority and relationships • Activation thresholds and levels, position checklists and EOC configuration • Comprehensive resource management • Information collection and developing situational awareness • Relationship of the City with the Operational Area and other jurisdiction during emergency response • Role of the private sector, including non-profit organizations, local businesses, the public and other constituencies consistent with Cal OES and FEMA policies • Emergency communications processes and procedures • Standard reports • Action planning processes REV: 01-16-18 RL Page 11 of 16 ATTY/AGR.2018.008/Navigating Preparedness LLC., Emergency Operations Plan
