Task 3A: Conduct a Training Needs Assessment of Citv Staff: <br />As an essential, preliminary step to developing a staff training plan, NPA will review City staff <br />training needs by comparing and contrasting staff responsibilities and capabilities. NPA will <br />determine the incident response skills and proficiencies needed, and review training and <br />personnel records to determine potential gaps. The results will be provided in a City staff <br />training requirements report. This report will be provided for a two week review period, prior <br />to completion of the final report. <br />Task 3A Deliverables: <br />Draft training assessment and gaps report <br />Final training assessment and gaps report <br />Task 3B: Develop a Citv staff EOP Training Plan <br />Based upon the training assessment and gaps report, NPA will support the development of a <br />three-year emergency response operations training and exercise program (TEP). The benefit of <br />this is that EOP training is encompassed with overall emergency response that addresses a <br />more comprehensive approach. NPA will model the City's TEP after TEPs they have previously <br />created for agencies such as the Port of Oakland and the San Francisco Bay Ferry/WETA. <br />Task 3B Deliverables: <br />Draft three year TEP <br />After a two-week review period, a final three year TEP <br />Task 3C: Develop and Deliver EOPTraining: <br />To provide initial support for the TEP, NPA will develop the following two training instruction <br />products: <br />• Basic incident management/response processes for agencies in California -1 Y2 hours. <br />The syllabus will consist of incident response history, SEMS/ICS, EOC operations and <br />the contents and use of the EDP. <br />• Advanced incident management/response processes for critical EOC staff — 1 % hours. <br />This syllabus will focus on communications and action planning processes and procedures <br />in the EOP.
