October 25, 2017
Ms. Leah Lockhart
Human Resources Manager
City of Redwood City
1017 Middlefield Road
Redwood City, CA 94063
Re: Proposal for a Human Resources Department Audit
Dear Ms. Lockhart:
MRG is pleased to provide this proposal to work with the Human Resources team to assess and
improve Human Resources functions and effectiveness as well as providing modernized best
practices recommendations. The work you described - transformational - best practice - practical -
is the hallmark of MRG. A two-part approach would best serve the HR department to focus efforts
where needed. MRG will conduct an initial assessment with interviews and review of documents
including policies, personnel rules, and MOU's. The second phase of the project is to provide a
written implementation plan that involves developing the work plan, policy updates, create forms,
and make recommendations. More details can be found in the scope of work.
We have built our practice around helping clients build strong teams that can successfully navigate
the challenges inherent in their work. We consider these engagements an opportunity to work with
staff, to help them grow and develop, and to provide them with practical tools to continue building
healthy relationships with each other. We are "no surprises" consultants and work with leadership
and other stakeholders to incorporate the values, vision, and mission of the greater organization.
Our team of seasoned consultants, with relevant current experience, will conduct a comprehensive
assessment of the Human Resources function and provide thoughtful conclusions and practical
recommendations. We will work collaboratively with your team to develop options specific to the
Human Resources functions in Redwood City.
To demonstrate our relevant and current experience, we are actively conducting similar services in
the cities of La Quinta, Rancho Cordova, Davis and the SunLine Transit Agency. Recently, we
have completed similar projects for the cities of Carmel, Napa, Santa Barbara, and the counties of
El Dorado and Placer.
We are prepared to start as soon as we receive approval and related contract information. Please
let us know if you would like to discuss MRG's approach to this engagement.
Sincerely,
Mary Egan, Partner
C_uu a,nlution,-mtu c mt
916-261-7547
