M RG <br />Scope of Work <br />I. PROJECT SCOPE <br />MRG will conduct an assessment and audit of the Agency's Human Resources function to <br />identify service delivery strengths and opportunities for improvement. <br />This assessment will gather information and critical data in several key areas and identify focus <br />areas for improvement and opportunities that capitalize on existing resources. Most <br />importantly, this assessment will provide an overview that will allow you to assess "the big <br />picture" and put your organizational priorities and opportunities into perspective. We have a <br />common understanding that when we can make a "quick fix" we will do so, or recommend a <br />service, vendor or tool that will make your HR more efficient and effective. <br />A. Project Approach <br />1. Initial Assessment of HR Policies, Procedures and Systems: <br />25 hours <br />• Interview HRD and HR staff (7 staff) and Payroll staff (2) <br />• Identify and collect summary of unwritten procedures and policies related to <br />compensation, benefits and leave management and the interactive process <br />• Review known errors identified <br />• Review six MOUS for challenging MOU language that could lead to misinterpretation <br />or inconsistency (note compensation and benefits resolution for Executive and <br />Confidential Employees) <br />• Observe challenges with work flow and make recommendations for improvement <br />• Work with City Attorney assigned to HR to identify potential legal issues and <br />compliance issues <br />2. Develop Work Plan to modify rules, policies and implementation plan: 75 <br />hours <br />• New policies <br />• Work flow recommendations to reduce errors and have plan for ultimate consistency <br />• Check lists, best practice forms to help alleviate errors <br />• Forms (have made some progress on leave administration) <br />• Action plan for improvement <br />• Retiree health <br />• PERS health is current <br />• Recommend review of Personnel Rules and MOU inconsistencies in workplan <br />• Recommend review of outdated policies and Administrative Policies in workplan <br />• Rules regarding promotional pay, pay calculations, certification pay, when to advance <br />steps <br />
