293

( 2)

Councilman Royer recommended that a committee of two councilmen,
Two Planning Co~~ission members and two members of the Park and
Recreation Commis3ion study the situation. It was understood
that all three improvement clubs from this area were very happy
over the way the City Council and Recreation CoIT~ission handled
this matter. .
Mr. Leonard Tornell of 1176 Westwood appeared before the
Commission requesting the status of the Westwood Playground.
Commissioner Gold reported that he spo1{e to t1r. Herbert F'romm
and arrange~ents have been made to set ~takes within the next
week and that the City Engineer will sign the approved map and
work will no doubt get underway immediately.

CHAIR~T~A.N STOUT reported on the proposed master plan recommendation whicÌl
was brought up. at the last regl11ar meeting. He brought out three
points; (1) What we are supposed to do?? (2) Vfuat was done??
(J) ~at is yet to be done?? All of this pertains to the fomer
master plan and the bond funds allocated for park and recreation
deve1o~ent set up in 1944. Chai~an Stout called on ilie various
Commissi oners to expre ss the ir views. Comrnis si oner Case fee Is
that all of Redwood City should be set up under one master plan
and that both the city and the schools should be coordinated in
setting up play areas throughout the city. He pointed out that
the older part of Redwood City is still without play areas and
with the tremendous growth unless some plan is set up it will be
getting out of hands. Commissioner Hanley felt the same as
Commissioner Case along these lines; felt we should retain a
planner w~en setting up these areas. Commissioner Gold stated
that we should consid,er the financial si tuation and stated that
he spoke to the City Manger and City Clerk relative to this
situation and both men agreed that it would cost a great 8Q~ of
money to retain a planner for park and recreation facilities
and it was their suggestion that local men in the field of parks
and recreation could handle the situation at the pre~ent time.

...

Con~issioner Gold felt it would be well to have someone inform
the Commission just what the outermost boundaries of Redwood City
would be in the years to come, that is if we could anticipate them
in order that some proper plans for park and recreation areas could
be set up. Commissioner Campbell felt that Com~issioner Gold,
Case, and Hanley had covered this problem thoroughly. Commissioner
Brerlnan agrees wi th the statements made by Commis sioner Gold.
Commissioner Hector took the opposite view-point of the explanations
made by the previous commissioners when he stated that when such
large amounts of money are spent developing park and recreation
B.reas that money was well spent when a competent planner assists
in setting up the plans. He stated that if we hed foresight
in future development we would save Money on the overall projects.
Commissioner Case stated that we should request the City Council
and Planning Commission to set aàlde areas for future recreation
develo"qments. ChairMan Stout concluded that all points were well
taken and that the commi ttee 1Nas not soli t on the Droblem and
~ ~

that he felt that if we had a plan we would not have the tpouble
we are now having. lIe feels the ple.nning com!t15.ssion is not doing
a good job as far as the recreation and park areas are concerned.
