She presented the site plan for the proposed project. <br />She explained the progression of the design. She provided an overview <br />of the project’s different elevations. She provided an overview of the <br />deviation requests. The first deviation is to the maximum establishment <br />length guideline. The second deviation is to the public frontage <br />guideline. The third deviation is to the courtyard layout guideline. <br />Deviations four through six are regarding inactive frontages, inset <br />entrances, and the garage entry. She stated that these deviations are <br />the mostly the result of a difficult property. She stated deviation seven is <br />to the window inset. She stated the AAC asked for further study on this <br />deviation to reduce the amount of windows effected by the deviation. <br />Ms. Chan walked the Planning Commission through some of the more <br />significant project revisions that came after the AAC’s review. She <br />provided an overview of the parking concessions that the project is <br />eligible for. Ms. Chan stated that Staff recommends adopting the <br />resolution. <br /> <br />Commissioner Hale asked for clarification about the FEMA maps. <br /> <br />Ms. Chan stated that the FEMA maps have been updated to include a <br />lot of new projects in the Downtown Precise Plan area. <br /> <br />Vice Chair Bondonno asked to return to the slide about parking. He <br />asked for a clarification since the slide says off-site. <br /> <br />Ms. Chan stated it should read as on-site. <br /> <br />Vice Chair Bondonno asked about the deviation regarding inset <br />windows. He asked if Staff feels that the applicant adequately <br />responded to the AAC’s request regarding Deviation #7. <br /> <br />Ms. Chan stated that Staff would suggest yes. She stated it has not <br />formally gone back to the AAC, but Staff believes that the applicant <br />have adequately responded to AAC’s comments. <br /> <br />Vice Chair Bondonno asked about the timing and funding restraints that <br />MidPen is speaking to. <br /> <br />Ms. Chan stated she would let the applicant speak to that. <br /> <br />Commissioner Schmidt thanked Staff for their presentation. He asked <br />about the child care center drop offs. He asked if someone could <br />explain how the timing would work for drop offs. <br /> <br />Ms. Chan stated the applicant is proposing working with Footsteps to <br />meet the demand. She stated that the child care center offers greater <br />flexibility for pick up and drop off, so that variation will exist. <br /> <br />Commissioner Safdari asked about parking and the estimated 15% trip <br />reduction. <br /> <br />9.A - Page 18
