<br /> <br />Page 3 of 9 <br />Ms. Chan stated that ITE determined that reduction percentage. She <br />stated that has nothing to do with Staff analysis or the density bonus. <br /> <br />Commissioner Guerrero asked about the child care facility. She stated <br />for clarification that the parking for the facility is on Bradford near <br />Jefferson? <br /> <br />Ms. Chan stated that is correct; it is on Bradford between Jefferson and <br />Main. <br /> <br />Commissioner Guerrero asked if the applicant could speak to how they <br />will work with Footsteps and whether the facility will be open to the <br />public. She asked for clarification on why the Jefferson and Bradford <br />intersection doesn’t qualify for a stop sign. <br /> <br />Ms. Chan stated that the analysis finds there is no substantive impact <br />with the new project. She stated that the project did not meet either of <br />the thresholds. She stated that it does not meet the qualifications to be <br />classified as a significant impact. <br /> <br />Chair Radcliffe asked about the lot changes. She stated for clarification <br />that there will be two lots, one along the creek which will be owned and <br />maintained by the city, however, there will be a portion of the trail that <br />will remain under the control of the applicant. <br /> <br />Andrew Bielak, Project Manager at MidPen Housing Corporation gave a <br />presentation. He explained MidPen’s history regarding this project. He <br />explained how the project will make housing available to those in need <br />of affordable housing. <br /> <br />Lori Feldberg, Dahlin Architects, gave a presentation about the design <br />elements of the project. <br /> <br />Mr. Bielak provided an overview of the parking plan, the number of <br />spots being allocated for residential units versus the child care center. <br />He provided an overview of the community outreach plan for the project. <br />He stated he knows there were some questions about the childcare <br />center, so he invited Ms. Haas-Foletta to speak on that. <br /> <br />Karen Haas-Foletta, Executive Director of Footsteps Childcare, <br />provided an overview of the child care center and its plans moving <br />forward. She stated that the center is not just for Footsteps, it is for the <br />entire community. She stated all 70 spaces are wide open and they are <br />provided infant care which is in high demand. She stated they are <br />excited that they will be close to a senior population, share the garden, <br />and make it an inclusive program. <br /> <br />COMMISSIONER QUESTIONS <br /> <br />Commissioner Schmidt thanked Ms. Haas-Foletta for her work. He <br />asked if they are expecting growth as the community grows or is 70 a <br />cap? <br /> <br />9.A - Page 19
