Vice Chair Bondonno stated that he is excited about this project. He
stated he has watched this plot of land for more than a decade. He
stated that he served on the ad hoc committee that reviewed the
applications for this location. He stated he was pleased to recommend
MidPen Housing to the City Council. He stated he finds the deviations
100% acceptable. He stated it is clear that MidPen has worked hard on
the design and architecture of the building while also being sensitive to
the location and its relationship to the creek. He stated that the only
regret is that they couldn’t get this done sooner.

Commissioner Guerrero seconded Mr. Bondonno’s comments. She
stated this is a great project that fulfills a dire need.

Commissioner Schmidt stated they need to do a better job of creating
housing for the city’s seniors. He thanked the city staff, the council, and
the community for helping bring this project forward.

Commissioner White asked about the deviation regarding the window
insets. He stated that if the Planning Commission approves the project,
will it return to AAC?

Ms. Chan stated that if the Planning Commission were to approve the
project, it would approve the deviation. The design would return to the
AAC, but not for approval.

Commissioner White stated he is excited about this project. He stated
he is excited about the multigenerational aspect of this site.

Commissioner Hale stated she has not been following this project as
long as her colleagues, however, she is excited about seeing it more
forward. She stated that she is excited about the relationship the project
will have with Footsteps. She thanked the applicant for their efforts in
fulfilling all the requests of the council.

Commissioner Safdari echoed the comments of the other
commissioners. He stated that this fulfills a need that is desperately
needed. He asked if there will be an issue working with the State Lands
Commission.

Ms. Chan stated that there needs to be a land swap which presents
various challenges. She stated there is a quite process to be had here,
but they anticipate this will happen successfully.

Commissioner Safdari asked if in this case, did they need to wait to talk
to the State Lands Commission until they had a project lined up or did
that conversation happen in parallel?

Principal Planner Turner stated that they did not have to wait and those
conversations began as they were moving forward with the project.

Commissioner Safdari asked why there wasn’t a request for a density
bonus.
9.A - Page 21
