SPECIAL STUDY AREA: No FLOOD HAZARD AREA: No <br /> <br />DEPARTMENTS COMMENTING: Engineering <br />PROJECT ANALYSIS: <br /> <br />BACKGROUND <br />In 1985, the Planning Commission approved a Planned Development Permit for <br />the approximately 1,000,000-sq. feet Oracle Office Campus In Redwood Shores. <br />The project was subsequently modified in 1988 to reflect the current Oracle <br />design and campus layout. <br /> <br />As part of the original Planned Development Permit, the area north of the <br />campus was planned for open space (playing fields, club house, etc.) for the <br />company's employees. However, it was never actually converted to that use. In <br />1999, the site was converted to a parking lot. <br /> <br />Now Oracle wishes to construct a 21,800-sq. ff. childcare center on the site, <br />including a 6,000-sq. ft. office, and parking area. The project will accommodate <br />approximately 200 children in age groups ranging from infant to pre-kindergarten <br />and will primarily serve Oracle Corporation employees. In addition to the <br />classroom area, approximately 25,000-sq. ft. of secure yard and playground area <br />will be provided. <br /> <br />ENVIRONMENTAL ASSESSMENT <br />As required by the California Environmental Quality Act (CEQA), the City has <br />prepared an environmental assessment to determine what environmental <br />impacts, if any, would be generated by the project. The City has concluded that <br />the project (including the proposed General Plan Amendment) will not have a <br />significant impact on the environment as long as certain mitigation measures are <br />undertaken. It has prepared a "Mitigated Negative Declaration". <br /> <br />The environmental dOcument was sent to the Planning Commission on January <br />3, 2002, under separate cover. Please refer to that document for more details. <br /> <br />GENERAL PLAN AMENDMENT <br />The subject property currently has a General Plan land use designation of ~Open <br />Space". This designation is appropriate for the original intent of the parcel's land <br />use (playing fields, open space, etc.). However, the proposed childcare facility <br />would not be allowed under this current classification. For this reason the City <br />needs to change the General Plan from "Open Space" to "Commercial/Office" <br />(Office Park Oriented Uses) to allow such a proposed use. <br /> <br />The proposed "Commemial/Office" classification would be appropriate for the <br />site, as it is similar to the surrounding General Plan designation for the Oracle <br />campus, and would permit the proposed childcare facility. <br /> <br /> <br />
