The site is <br />zoned "IR" (Industrial Restricted) and such a zone does permit childcare facilities <br />as long as it serves the adjoining businesses.) <br /> <br />AMENDMENT TO THE PLANNED DEVELOPMENT PERMIT <br />As previously mentioned, the Oracle campus was originally approved as a <br />Planned Development Permit in 1985. At that time, the subject site was shown <br />as open space to serve as outdoor recreational facilities for the office campus. <br />Thus the proposed childcare facility would require an Amendment to the Planned <br />Development Permit. <br /> <br />Since the original approvals, the needs of employees have changed and both <br />the company (and City) realize the benefits of having childcare on the site for <br />employees. Not only will the facility serve the immediate need of its employees, <br />but it will have secondary benefits. Employees will be able to cut down on <br />vehicle trips to childcare facilities outside of Redwood Shores. Also, employees <br />will have the satisfaction knowing that their children are close to work and can be <br />readily picked up. <br /> <br />TENTATIVE PARCEL MAP <br />In order to accommodate the subject project, the applicant will need to <br />subdivide the existing parcels and create a new 2.91-acre parcel. For this <br />reason the applicant is also proposing a Tentative Map. See exhibits. The site <br />will have all the necessary utilities and infrastructure to serve the use. <br /> <br />The Engineering and Construction Department has reviewed the Tentative Map, <br />and has recommended approval subject to the attached conditions under <br />separate cover. <br /> <br /> PLANNING ISSUES <br /> Traffic/ParkinR <br /> There are several planning issues related to this project. They are traffic, net <br /> parking impacts, and open space impacts. <br /> <br /> A traffic report was prepared for the project and is summarized in the Mitigated <br /> Negative Declaration. The report examines traffic impacts on two key <br /> intersections (Marine World Parkway and Oracle Parkway - east and west) and <br /> concludes the proposed project would have a less than significant impact on <br /> both of the key intersections. Under Existing, Background, Project, and <br /> Cumulative Conditions, these key intersections are expected to operate at <br /> acceptable levels of service (LOS D or better) during the AM and PM peak <br /> hours. In fact, overall daily car trips will probably be reduced because Oracle <br /> parents will not have to ddve to off-site 'childcare facilities or to special events or <br /> mid-day visits with their children.
